The December 3rd, 2022, WHWCNC Cleanup will be at the southwest corner of Variel and Victory. We will meet at 8:30 AM and work until we finish at 11 AM

All participants are asked to wear long-sleeved shirts, long pants, closed-toe shoes, a hat, protective glasses, and gloves. I will supply the bags and rakes. Sorry, NO ONE under 15 years is allowed due to safety concerns. Street parking is available. I assumed you would want to hilhipost the event officially.

In conformity with the September 16, 2021 Enactment of California Assembly Bill 361 (Rivas) and due to concerns over COVID-19, the Woodland Hills-Warner Center Neighborhood Council meeting will be conducted entirely telephonically with a call-in option or internet based service option.

Motion for WHWCNC to have a booth at the Woodland Hills Recreation Center / Shadow Ranch Park Annual Halloween Carnival on Saturday, October 29, 2022 from 1:00-5:00pm.  Motion for the Board to approve $50 expenditure for candy for the children.

 

Three to four hundred children and parents are expected to participate in a fun and safe environment. There will be game booths, costume contests, candy, prizes, music, crafts at no cost to the community. There will offer food items at a low cost to the patrons. There will also be a Silent Auction with the support of donations from community members. All donors will receive recognition during the Halloween Carnival which will help offset the incurred expenses for their event and go to help develop even more recreational activities for our patrons. Table and chairs will be provided.

Re: Support for Adopt-a-Median Application re Yellow Bike Project

Dear Mr. Valido:

This letter is to express the support of the WHWCNC for the Adopt-A-Median project proposed at 5520 De Soto Avenue in Woodland Hills.

On April 1, 2018, 15-year-old Sebastian Montero, a resident of Tarzana was killed when he was hit by a motorist while riding his bicycle at De Soto Avenue and Burbank Boulevard. The community and the Montero family would like to memorialize this tragic loss by erecting a marker at the site of the accident. This memorial consists of a 16′ pole topped with a sculpture of a bicycle and a placard with Sebastian’s name, the date of the collision, the reminder “Streets Are For Everyone” (S.A.F.E) and the hashtag #SafetyMatters.

The design of the sculpture has been approved by LADOT as visually safe for passing motorists and the structure of the sculpture has been engineered to safety standards. The installation will be performed by the artist, Scott Froschauer, and maintenance of the sculpture will be overseen by S.A.F.E., a bicycle safety advocacy nonprofit in conjunction with the artist. The location where the memorial is proposed is within the jurisdiction of Woodland Hills Warner Center Neighborhood Council and we support this project.

MOTION for the Board to approve $1,000.00 in funding from the board approved WHWCNC 2022-2023 Budget (Line Item, Webmaster) for webmaster Wendy Moore (Moore Business Solutions) to be available to make any necessary improvements or repairs to the WHWCNC website and assistance with technology as needed. Wendy Moore has been providing maintenance and updates to the website for the past (4) years.

Brent will cover about Charter Funds, owed that are current, owed that are past due, written off, in dispute, and collected for the preceding 12 months from individual San Fernando Valley Charter School.

8. Presentation by Juan Vega semi-retired musician and educator. The importance of music education in our schools.

Discussion and Possible action – The Education Committee asks the WHWCNC to pass a motion directing the preparation of a letter to LAUSD requesting an accounting of funds; billed, owed that are current, owed that are past due, written off, in dispute, and collected for the preceding 12 months from individual San Fernando Valley Charter School. The accounting should breakdown funds that are owed to the district and separately funds that are owed to SFV LAUSD schools.

Dear Mr. Carvalho:

All the members of Woodland Neighborhood Councils Education Committee are 100% in Agreement with VANC (Valley Alliance Neighborhood Councils) the motion that was passed during their regular meeting on 11 AUG 2022. We want an immediate accounting of the funds due to our schools.

We want our local schools to be refunded the money lost because of charter holds. With that in mind, WHWCNC is asking for an accounting, by valley schools, of what money is due back to that particular schools and when they can expect to receive the funds.

Our parents are upset that they lost classroom/ cafeteria space and now they want to be reimbursed for that unused space. They have need of those funds for their children and are anticipating a speedy reply.

10. Update on the school certificate of Recognition. Let us decide a time to drop to hand out the certificates to the school. (Education Chair – Mihran Kalaydjian)

11. Discussion and Possible action Neighborhood Purpose Grant for the benefit of Calabash Charter for $4,653. This grant will be used to directly pay for the necessities of providing science education and opportunities for learning for a public elementary school in Woodland Hills through the purchasing of mobile field trips (presentations provided on campus) from Discovery Cube.

Discussion and possible action to Move that the education committee WHNC reach out to our schools in obtaining information as to how our committee can be of service to the schools.Recognizing the financial limitations of our Council, we can meet with the school leaders and establish communication/team effort for the upcoming school year. Finding and moving to a community where you feel at home and it matches the vision you feel it should be is hard. And when you do find that place like Woodland Hills, then you don’t want to worry about how your community might change so that it no longer fits your needs.

Why should you have to worry? Can’t there be a way for you to know how your community will grow and how it might change?

The Importance of a Community Plan

A well-crafted Community Plan will direct the development of the community to get the right changes that the community wants. Community members will enjoy their neighborhoods more when the community develops they way they envisioned.

Our Community Plan needs a refresh to adapt to new needs, preserve what we like, and direct future development to benefit the community. Community Planners started working on this several years ago, but their work is not finished.

Where are We on the Pathway to the New Community Plan

At this event Community Planners will present their process and where they are on the path to having a new Community Plan for Canoga Park, Winnetka, West Hills and Woodland Hills. Discussions will focus on Woodland Hills. This event is where Woodland Hills has the opportunity to respond to preliminary concepts, policies and goals envisioned for the new Community Plan.

Join Us Because, Your Presence is Important

Without your participation, Planners are not able to know what your vision is for the future of Woodland Hills in the future. They want to inform you and then hear from you. You will possibly determine important aspects of the community’s development. Let them know what’s important to you and what you feel is mistaken.

 Item No. (1):  Neighborhood Purposes Grant for the Foundation for Pierce College earmarked for the sole purpose of supporting the Brahma Pantry

Discussion and Possible Action:

Over the past year the Education Committee has explored ways to support the work of the Brahma Pantry, a food pantry on the campus of Los Angeles Pierce College. The Brahma Pantry serves students by helping them meet their basic needs, but the pandemic-related campus closure has made it difficult to help alleviate food insecurity among the student population. Meeting food costs was difficult for many students before the pandemic and has become increasingly difficult because of employment loss and the looming threat of evictions. The committee’s fact-finding activities include several conversations between committee member Gina Thornburg and the pantry manager, as well as a visit to the pantry; a tour of the pantry last fall by three committee members; research on the plight of California community college students by committee member Dan Chernow; and a Q&A with the pantry manager, D’arcy Corwin, at the August 2020 Education Committee meeting. Therefore, the Education Committee finds that:

WHEREAS a recent research article in Ed Source (https://edsource.org/2020/community-colleges-struggle-with-students-food-needs-as-pandemic-increases-demand/634155) reports that 26 of 46 California community-college campuses responding to an EdSource survey continue to distribute food to needy students despite campus closures, while 21 reported an increase of applications for food and/or an increase in the amount of food being requested; and

WHEREAS rolled-over funds in the Brahma Pantry account are not being replenished by the state after Governor Newsom removed $11.4 million for food pantries from the California Community Colleges 2020–21 budget (https://www.google.com/search?q=California+Community+Colleges+may+
revision+budget&oq=California+Community+Colleges+may+revision+budget&aqs=chrome..69i57j33.12646j0j7&sourceid=chrome&ie=UTF-8#); and

WHEREAS LA Pierce College is the sole community college in the Woodland Hills–Warner Center Neighborhood Council district; and,

WHEREAS members of the WHWCNC Education Committee have conducted due diligence in understanding the need for monetary donations to support the hunger-alleviation work of the Brahma Pantry; and

WHEREAS the Foundation for Pierce College is the fiscal agent responsible for receiving and paying out donations to the on-campus Brahma Pantry;

THEREFORE, BE IT RESOLVED that the WHWCNC Education Committee recommends that the board of the Woodland Hills–Warner Center Neighborhood Council APPROVE the following Neighborhood Purposes Grant:

According to the Office of the City Clerk Neighborhood Council Funding Program, issue a Neighborhood Purposes Grant in the amount of $2,500 to the Foundation for Pierce College, earmarked solely for the purpose of supporting the Brahma Pantry’s hunger-relief activities, including grocery-store gift cards for students during the pandemic and/or the purchase of food items for the physical pantry once the campus is reopened.

Item No. (2):     Neighborhood Purposes Grant for Hi-SET Exams for Students of the West Valley Occupational Center

 Discussion and Possible Action:

WHEREAS, the West Valley Occupational Center (WVOC) in Woodland Hills is part of the Los Angeles Unified School District’s Division of Adult and Career Education, preparing students for academic advancement and an array of careers, and

WHEREAS, the HiSET exam is a critical milestone for WVOC students to graduate from their respective High School Diploma or High School Equivalency programs, and

WHEREAS, WVOC students in career tracks must also have a high school diploma or its equivalent to qualify for future employment, and

WHEREAS, the HiSET exam costs $185 per student, and

WHEREAS, the LAUSD does not have the funding to cover the cost of the exam, leaving this cost to the students, and

WHEREAS, not all WVOC students can afford the cost of the exam, and

WHEREAS, approximately 200 WVOC students take the HiSET exam annually, and

WHEREAS, the community of Woodland Hills benefits when its stakeholders are better prepared academically and technically for future careers,

THEREFORE, BE IT RESOLVED that the WHWCNC Education Committee recommends that the board of the Woodland Hills–Warner Center Neighborhood Council APPROVE the following Neighborhood Purposes Grant:

According to the Office of the City Clerk Neighborhood Council Funding Program, issue a Neighborhood Purposes Grant in the amount of $925.00 to the West Valley Occupational Center for the purpose of defraying the cost of more than five or paying for the total cost of five HiSET exams for enrolled WVOC students in the 2020–2021 academic school year. The number of students to benefit from this grant shall be determined at the discretion of the administration of the WVOC.

Item No. (3):    LAUSD Hygiene Project: Draft Letter of Interest for Sisters on the Street Pilot Project at Taft High School

Discussion and Possible Action:

WHEREAS, Sisters on the Streets is a non-profit organization serving the San Fernando Valley with a variety of programs, one such aimed at providing access to feminine hygiene products free of charge to the homeless and to the economically disadvantaged, and

WHEREAS, according to California AB 10 passed in 2017 and in effect as of January 1, 2018, free feminine hygiene products must be provided to students by all schools whose poverty to pupil threshold is a minimum 40%, and

WHEREAS, according to figures for 2019 published on the California Department of Education’s, California Schools Dashboard, some 63.3% of William Howard Taft High School students, approximately 1,480 in number, are economically disadvantaged, and

WHEREAS, Sisters on the Streets co-founder, Laura Rathbone, spoke to the WHWCNC Education Committee at its 6 October 2020 regularly scheduled meeting, describing a possible pilot program for William Howard Taft High School which entailed providing three feminine hygiene product dispensers and an initial supply of 3,000 feminine hygiene products,

THEREFORE, BE IT RESOLVED that the WHWCNC Education Committee will provide a letter to Sisters on the Streets articulating the Committee’s interest in supporting said William Howard Taft High School pilot project, with text as follows:

As such, we are extremely interested in finding a way to support the possible pilot program for William Howard Taft high school that you described, the dispensing of free-of-charge feminine hygiene products.

As you outlined it, said pilot program would include the installation of three feminine hygiene product dispensers at William Howard Taft High School and providing of an initial supply of 3,000 feminine hygiene products.

Please keep us informed as to your progress in creating the Taft pilot program. The student peace of mind and the increased attendance that is sure to be realized from the program, is a benefit to all.

Whereas Neighborhood Councils were established as advisory bodies who advocate for their communities with City Hall on important issues like development, homelessness, and emergency preparedness. Neighborhood Councils are part of the Los Angeles City government, and have annual budgets funded by taxpayer dollars; and,

Whereas  a recent research article in Ed Source (https://edsource.org/2020/community-colleges-struggle-with-students-food-needs-as-pandemic-increases-demand/634155) reports in a survey of Community Colleges that out of 46 responses to an EdSource survey of the 115 community colleges, all 46 have campus food pantries, with 26 continuing to distribute food despite campus closures. Twenty-one say their food pantries have seen an increase of applications for food and/or an increase in the amount of food being requested; and,

Whereas Pierce Community College is the sole Community College in the geographical area of the Woodland Hills Neighborhood Council; and,

Whereas the WHWCNC Education Committee has explored and determined the need for donations to address elements of many student’s food insecurity issues at the College;

Be it resolved that the WHWCNC Education Committee requests the full WHWCN to do the following:

  1. Request that Councilmember Bob Blumenfield contribute $10,000 to the Pierce Community College food bank from his officeholders account.
  2. The Neighborhood Council donate $5,000 to the Pierce Community College food bank from its operating account.
  3. The Council promote an online fundraising campaign among residents within its geographical boundary to support the Pierce Community College food bank.

  2. Public Comment:

John Sandy Campbell commented that the WHWCNC Board of Directors virtual Board meetings should employ appropriate online meeting technology so that the public can see the individual Board member faces and thus connect with them. She urged other members of the WHWCNC Board of Directors to voice their support of this.

Dan Chernow voiced his support, commenting that the public should be able to see WHWCNC Board Members during the meetings.

Douglas Marriott also voiced his support for the public being able to see WHWCNC Boar Member faces at the meetings.

Gina Thornburg stated that DONE directives regarding Neighborhood Council Board virtual meetings are advisory and not “rules.” Neighborhood Council Board Members’ faces should be seen by stakeholders as some members of the public have hearing issues. Stakeholders need to be able to match Board Member comments with Board Member faces. She said that she has raised the issue with DONE without response.

Item No. (1) Review of Committee FY 2020 Projects interrupted as a result of cessation of Neighborhood Council Meetings due the Coronavirus

  1. “Meet the Principals” Outreach Program

Dan Chernow reported that meeting invitations to the Principals have been put on hold until we know how the schools will open in the fall. LAUSD will not make an announcement on this before the end of June. The Committee discussed whether to continue the program in FY 2021 as the current fiscal year, FY20, ends on 30 June. Support for continuation of the program was voiced by all Committee members.

  1. Pierce College Brahma Pantry Support

Gina Thornburg reported that she had spoken with program administrator, D’Arcy Corwin, in April. The pantry is still providing students with food support but is experiencing difficulties as donations from local supermarkets have stopped. She suggested that the Committee should look to providing support via a food drive or an NPG in FY 2021 as the pantry is still feeding students and there may be a 2nd wave to the current pandemic. Doug Marriott voiced support for the program.

  1. LAUSD Hygiene Project

Doug Marriott reported that an NPG application for the project had been sent to Sisters on the Street before the pandemic shutdown occurred. Contact needs to be re-established. Gina Thornburg stated that follow up with Matthew Meyers of Taft was interrupted by the pandemic. She also expressed concern about keeping the program targeted at Woodland Hills high schools and middle schools as Sisters of the Street serviced the entire San Fernando Valley. Bill Anderson observed that this issue could be resolved by ensuring that the language in any NPG application be such that the use of the NPG would be for Woodland Hills schools only.

  1. West Valley Occupational Center HiSet Program

Bill Anderson reported that the NPG application form given to WVOCHS Principal Monica Balbuena was not processed due to cessation of both Committee and WHWCNC Board meetings in March. As result, no vote on the application could be done by either body in time to meet Los Angeles City funding deadlines. The Committee voiced support for picking up the program in the new fiscal year, having the WVOCHS Principal submit a new NPG.

Motion for the WHWCNC Education Committee to continue our work in the remainder of this fiscal year (2020) and in the next fiscal year (2021) on the projects included in Item No. (1), namely, “Meet the Principals” Outreach Program; Pierce College Brahma Pantry Support; LAUSD Hygiene Project; West Valley Occupational Center HiSet Program.

 Item No. (2) Discussion of Possible Plans for FY 2021

 Discussion of Possible Projects for FY 2021

  1. Girls Scouts of America / Boy Scouts of America

The Committee discussed various ways the Committee could sponsor and / or work with the Girl Scouts and the Boy Scouts. Sponsoring membership in local troops was discussed along with helping with uniforms; NPG donations; funds for community services activities.

A sub-committee Chaired by John Sandy Campbell and including Ginny Sand and Bill Anderson was created to research potential projects with both sets of scouts.

Action Item: The Scouts Sub-Committee will get discuss how to proceed and obtain

information from both the Girl Scouts and the Boy Scouts regarding possible projects.

  1. Possible Job Fair Panel Event

Per a suggestion by John Sandy Campbell, the Committee discussed developing a possible annual event that would feature a panel discussion by people in various professions who graduated from high schools in Woodland Hills. The panelists would be in mid-career and provide local students with insights into these careers and how they developed their career path. The event could be live or for the time being an online event. Development of the event could include various scenarios including a possible awards ceremony for student community service. An entrepreneurship discussion could be part of a larger event or a separate offering.

The event could take place in May 2021 but would need planning to start now.

Action Item: The Committee will individually consider ideas for this event for a continued discussion at its next meeting.

  1. Discussion of Possible Committee Planning Time Line

The Committee discussed the yearly budget process. Bill Anderson suggested that the Committee first finalize what projects it will undertake in FY 2021. Once decided, costs could be researched.

Paul Lawler reported that the timeline for budgeting this year in unclear as the pandemic has caused the people in the City Clerks Office to work from home. There is little telephone communication. As a result, it is unclear how and when things will be handled, events in particular as the “old” event packet will have to be changed for the pandemic. More may be known by August, possibly a new event packet will be available.

 Action Item: Paul Lawler to report any new information on the budget time line and event packet at the next committee meeting.

 Action Item: The Committee members will study all project suggestions and discuss a go-forward scenario at the next meeting of the Committee.

 Item No. (3) Discussion of Committee Administrative Items

  1. Resignation of Aaron Williams

Bill Anderson announced that former Committee member Aaron Williams had formally resigned from the Committee citing lack of time for the Committee. Bill Anderson expressed to Aaron the thanks of the Committee for his service.

  1. Recruitment of Additional Committee Members

Bill Anderson asked that the Committee come up with suggestions for additional people to serve on the Committee. A teacher is especially desired. Ginny Sand asked about limitations to the number of people that can serve on the Committee. Bill Anderson said that each committee can have no more than five WHWCNC Board of Directors members and is limited to a total committee roster of eleven – a limit of six stakeholders.

Action Item: The Committee will bring new member suggestions to its next meeting.

  1. Committee Organization

The Committee discussed how it could become mor efficient in working on its projects. Gina Thornburg suggested that at least two people be assigned to each project and that they “check in” with each other between meetings to keep the work going. John Sandy Campbell suggested that the Committee start using an online application, “Team Work.”

Action Item: The Committee will discuss work organization and using “Team Work” at its next meeting.
