Discussion and possible action:

Motion for the WHWCNC to approve a letter which contains comments/findings provided by the Promenade 2035 Ad Hoc Committee related to the Westfield Promenade 2035 Project Draft Environmental Impact Report.

The letter will be sent to the City of Los Angeles Planning Department and Council District 3 Councilmember Bob Blumenfield to advise them of these findings. (Letter will be provided at the Board meeting)

The panel will discuss a variety of issues, concerns and possible solutions related to homelessness in the San Fernando Valley. The panel discussion will be followed by a question and answer period.

Motion for the Board to approve the Empower LA/ NC Event Form for the NC Poster Contest to be held on October 27, 2018. Funding for the Poster Contest has been previously approved by the Board as part of the WHWCNC 2018/2019 Budget.

Discussion and possible action:

Re: CF 18-0002 S111 (Blumenfield) DMV Coordination w Safe Parking

MOTION: Whereas homelessness within the City and County of Los Angeles is at near record levels - including thousands of those who are living in their vehicles; and

Whereas Safe Parking programs are an important, low-cost, safe, and effective component in helping those in need to obtain needed services, including access to more permanent housing; and

Whereas these programs also improve the quality of life for residents and businesses; and

Whereas opening Safe Parking locations in the San Fernando Valley, and other areas, have been stalled by registration and insurance requirements required for the vehicles to be allowed on certain properties;

Therefore we support resolution CF 18-0002-S111 seeking additional support from DMV for expediting needed documentation; and

Further we suggest the inclusion of the CA Department of Insurance in this effort to work with DMV, Safe Parking operators, the City and County of Los Angeles in order to create and fund a starter program allowing those without enough financial resources to obtain, at minimum, an initial period of free coverage through the California Low Cost Auto Insurance Program

An update on LAUSD efforts to support students and schools in Woodland Hills
L.A. Unified School Board Vice President, Nick Melvoin, and Board Member Scott Schmerelson, who each represent sections of Woodland Hills, will address parents and stakeholders in Woodland Hills this Wednesday Oct. 10th at our Full NC Board Meeting. Topics of discussion will include:
1. An overview of achievements to-date to ensure schools are thriving and remain safe spaces for learning, while also outlining key priorities for the upcoming year,
2. Key updates on the District’s contract negotiations, and
3. Addressing questions or concerns from parents and community members on schools in Woodland Hills and LAUSD as a whole.
This is a great opportunity to meet and hear from your elected LAUSD board Members and learn about local school opportunities and concerns.
