Stakeholders and the public are permitted to address the Council on any item on the Agenda prior to the Board taking
an action on said item. It is requested speakers complete a “Speaker Card” and hand it to the Chair.
Comments from Stakeholders and the Public on Agenda items will be heard only when the respective item is being
considered. Comments within the Board’s subject matter jurisdiction on other matters not appearing on the Agenda will
be heard during the Public Comment period. Public Comment is limited to 20 minutes.
Each speaker is limited to two minutes, unless waived by the presiding officer of the Council.
The opinions, positions or actions taken by the Woodland Hills-Warner Center Neighborhood Council do not represent or
imply similar opinions held by the Owner, Landlord, L.A.U.S.D, or representatives of any venue hosting a meeting of the
Neighborhood Council Board, or affiliated committees.

(18 -048) Proposed NC Newsletter
Whereas, EmpowerLA, Director of Neighborhood Council Operations has notified the WHWCNC of the following:
On May 1, 2018 the City Clerk’s Office notified WHWCNC that the newsletter will need to be reviewed and approved by
the City Attorney’s Office prior to the payment being issued.
The Department (collectively between EmpowerLA, Clerk’s and City Attorney’s Office) has been assisting and
has forwarded the attached draft newsletter (received 5/16) for review by the City Attorney’s Office. As of
today, the advice is:
The Board will need to approve the final newsletter before funds can be expended/released by the Clerk’s office.
WHWCNC will need to submit all supporting documents to Funding – which will include a BAC indicating the
motion WHWCNC approved (motion to approve newsletter).
Whereas, DONE further advised that we do need to be mindful that the contents in the newsletter may potentially prevent the Board/members from weighing-in on items in the future;
and that if there are edits after Board approval, at this point, the Department of Neighborhood Empowerment does not have further advice and will need to consult with the City Attorney’s office; and,
If the Board approves the newsletter outside of the June 1st deadline, the newsletter will be funded next fiscal year; therefore the following is submitted for approval:
Motion for the WHWCNC Board to approve the final newsletter before funds can be expended/released by the Clerk’s office. WHWCNC will need to submit all supporting documents to Funding which will include a BAC indicating the motion WHWCNC approved.
Announcements: The next Board meeting will be held on Wednesday, June 13, 2018.
