Woodland Hills – Warner Center Impacts and Policies (WHIP) Committee Meeting 3-22-2018

AGENDA

Stakeholders and the public are permitted to address the Committee on any item on the Agenda prior to Committee actions on said item. It is requested speakers complete a “Speaker Card” and hand it to the Chair. Comments from Stakeholders and the Public on Agenda items will be heard only when the respective item is being considered. Comments within the Committee’s subject matter jurisdiction on other matters not appearing on the Agenda will be heard during the Public Comment period. Public Comment is limited to 20 minutes. Each speaker is limited to two minutes, unless waived by the presiding officer of the Committee.

Opinions, positions or actions taken by the Woodland Hills-Warner Center Neighborhood Council do not represent or imply similar opinions held by the Owner, Landlord, L.A.U.S.D, Business or representatives of any venue hosting a meeting of the Council Board, or Committee.

Reconsideration of motion referred back from the Board, which was previously approved on February 22, 2018 by the Committee, regarding a Community Impact Statement advising Councilman Blumenfield to support the Council Motion 18-0117 and work to reform or redefine the program’s implementation with respect to collecting Disability payments concurrently to prevent abuse.

  • ReCode Zones and Local Policies for Community Plan Update policy under SB827
  • Review of latest information regarding ReCodeLA zoning code. Reevaluation of work on community plan and what strategy to take regarding working with City Planning on the Community Plan Update.

  • Discussion on and evaluation of the need for community rezoning policies utilizing new Re:CodeLA zones to manage the potential mandatory density up-zoning from legislation pending such as SB 827 as currently amended in the state legislature.

  • Working with City Planning regarding Community Plan Update
    • Discussion on ideas for working with new city planning team regarding the community plan revision. Committee members may suggest ideas for what the committee desires in a working relationship with the Community Plan Update team and the local Community.
  • Possible Outreach Re: Community Plan Update (Continued)
    • Discussion on what type of outreach should be done regarding the community plan revision. Committee members will continue to suggest, review submissions, edit and discuss survey questions intended to be used for the outreach effort to Woodland Hills Stakeholders regarding updating the Community Plan for planed growth through 2040.

The initial 4 categories of questions are: Transportation, New Housing, Community Serving Retail, and Commercial. The meeting will focus on transit-related needs for the community.

  • Community Plan Outreach Implementation

Continued committee discussions on how to do the planned survey outreach to generate community participation and discuss possible community workshops.
