*PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to fill out a “Speaker
Card” to address the Board on any agenda item before the Board takes an action on an item. Comments from the public
on agenda items will be heard only when the respective item is being considered. Comments from the public on other
matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public
Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to
its attention during the General Public Comment period; however, the issue raised by a member of the public may become
the subject of a future Board meeting.
Public comment is limited to 2 minutes per speaker, unless adjusted by the presiding officer of the Board.
Comments from Stakeholders and the Public on Agenda items will be heard only when the respective item is being
considered. Comments within the Board’s subject matter jurisdiction on other matters not appearing on the Agenda will
be heard during the Public Comment period. Public Comment is limited to 20 minutes.
The opinions, positions or actions taken by the Woodland Hills-Warner Center Neighborhood Council do not represent or

Ventura-Cahuenga Boulevard Corridor Specific Plan Amendment Process

The FAQ (see attached) and the overview poster board (see attached) are the most recent materials outlining the proposed amendment. You are encouraged to share and subscribe to Council File 17-1071 if you haven’t already.
The Department recently launched a new website and they are working on uploading new information. Updates regarding the Specific Plan Amendment are anticipated to be posted in the Department’s Proposed Land Use Regulations page by the end of the year. The latest version of the Specific Plan can be found here.
The City will be soliciting stakeholder input at several different events throughout the process and will notify the Neighborhood Councils whenever there are new updates. Further, any input emailed to the staff will be recorded as well.

(19-201) Monthly Expense Report (MER) – October 2019
Discussion and possible action:
Motion to approve the WHWCNC Budget/Fiscal Year 2018-2019 Monthly Expense Reconciliation [MER] for October 2019. The 2019-2020 Budget currently has a total of $49,129.80 in unspent funds in the budget. A large portion of these funds have been Board approved and allocated but not invoiced at this date.

(19-202) Late Payment to HALO Branded Solutions
Discussion and possible action:
Motion for the Board to approve funding from the 2019/2020 Budget, Outreach General Funds, for a late payment to vendor HALO Branded Solutions/Invoice #4011886 in the amount of $1073.31, for the purchase of logo safety kits ordered and received by the WHWCNC in June 2019. This invoice was not paid from the 2018/2019 Budget.

(19-203) Funding for a Caltrans Forum
Discussion and possible vote:
Motion for the Board to allocate funding of up to $500 from the Public Safety or Community Outreach Budget (as best determined by the treasurer) for publicizing, refreshments and location to host a Caltrans Community Forum to discuss Caltrans construction, general safety and congestion mitigation plans for the 101 Freeway and Topanga Canyon Blvd in the Woodland Hills area.
