VIRTUAL MEETING TELECONFERENCING and PHONE NUMBER FOR PUBLIC PARTICIPATION

In conformity with the Governor’s Executive Order N-29-20 (MARCH 17, 2020) and due to concerns over COVID-19, the Woodland Hills-Warner Center Neighborhood Council meeting will be conducted entirely telephonically.

 

A copy of this agenda is also physically posted on the outside of the window of the UPS Store located

 at 22200 Ventura Blvd, Woodland Hills, CA 91364. (On Ventura Blvd. – 1/2 Block West Of De Soto Street on the North Side.) Parking is available on the street and in the nearby parking lot.

 

Every person wishing to address the Neighborhood Council must either dial +1 669 900 6833 or go online via   Zoom and enter Webinar ID # 964 9371 2127 and then press # to join the meeting. Instructions on how to sign up for public comment will be given to listeners at the start of the meeting. When calling-in telephonically, the public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item.  Zoom users should use the “raise hand” feature.

 

*PUBLIC INPUT ON AGENDA ITEMS – The public may address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Public comment is limited to (1) minute per speaker.

 

*PUBLIC INPUT ON MATTERS NOT ON THE AGENDA – Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. (21-070) WHWCNC Virtual Halloween Celebration

 

Discussion and possible action:

 

Motion for the board to approve a virtual WHWCNC Halloween costume contest on the Neighborhood Counsel website with expenditure of $300 in prizes for three different categories of costumes ($100 per category; funniest, scariest and most creative) from the Community Services Committee budget. Each $100 will purchase one award.

Stakeholder participants will send (1) photos of themselves, family or children in costume

to be uploaded to the WHWCNC website. The Community Services Committee will vote.

(21-071) Letter related to needed improvements to Ventura Blvd. in Area 5

 

Discussion and possible action:                                                                     (15 minutes)

 

Motion for the board to approve a letter and document to be sent to Councilmember Bob Blumenfield which notifies and requests improvements to the median, sidewalks, empty lots, tree wells, tree trimming and removal of trash in Area 5.

 

Dear Councilmember Bob Blumenfield,

 

On July 21, 2021, Lisa Meyer Area 5 Business Representative, Peter Fletcher Area 5 CBO and Joyce Fletcher President of the Board walked the sidewalks of the WHWCNC Area 5 in Woodland Hills.

We found several areas of concern that need to be addressed by the City of Los Angeles.

 

Please see the attached document with photographs which documents many of the problems that need to be addressed. We are hoping to partner with you, your staff and other City Departments to ensure these issues are addressed with the help and support of the Council office.

Motion to approve a Community Impact Statement related to Council File # 21-0658.

 

Community Impact Statement to Support 100 Percent Deed-Restricted Affordable

Housing Projects / Expedited Approval Process / Strategic Plan

The Woodland Hills-Warner Center Neighborhood Council supports this Motion (21-0658),

which calls for a strategic plan to streamline 100 percent deed-restricted affordable housing

projects. As the Motion states, only 6 percent of the housing projects approved since 2015 have

been 100 percent deed-restricted affordable housing, while the need for affordable housing in

the City far outpaces that rate. To mitigate the housing and homelessness crisis in Los Angeles,

the City can and should encourage the development of fully affordable housing projects by

making them cheaper and easier to build.

Items for discussion and possible action:
1. BANNERS: More WHWCNC Logo Banners at more locations on Ventura Blvd. We have the current area ones through next year and also need to preserve these as long as possible and plan for relocation. Weiss will check with Jeremy about maintaining this location but feel we need more.

2. LETTER TO BLUMENFIELD: Motion for the board to approve a recommendation/letter to be sent to Councilmember Blumenfield related to issues and concerns about the trash, lack of tree trimming and unkempt sidewalks on Ventura Blvd. in Area 5 and on Ventura Blvd in general. See attached.

3. AREA IMPROVEMENTS. For example Mulholland Drive lack of irrigation follow up. Street repaving and overgrowth areas. Challenge the board to look around their districts and report back areas of concern for future action. Maybe organize ad hoc committee for each area to report and galvanize action.

4. HOLIDAY CHEER. Revisit stringing lights and cheerful holiday ideas to elevate community spirit along Ventura Blvd. Check how existing ones are doing. Think about buying more / brighter lights? Maybe have a contest for the cheeriest holiday store front on Ventura Blvd? Get Blumenfield’s offices help in setting up and judging.

5. HALLOWEEN / FALL ACTIVITIES. Thoughts for house decorating contest within areas? Get Blumenfield’s offices help.

6. WEBINARS. Revisiting the webinars idea for the community on items that are important in each area. Motion to invite board discussion and topics at the next meeting and logistics about how this would get dome.

7. HOLIDAY TOY DRIVE. What are we doing this year? Discussion about partnering with the police dept and/or the fire dept for their annual toy drive. Help put up boxes for toy collection locations and contact our area neighbors/business to help with this donation. Maybe combine with holiday cheer.

8. Planning for 2021-2022 and possible future partnerships and projects? Suggestions.

9. New Business, committee member requests and stakeholder requests to be reviewed at the next meeting.

10. Community Services Requests for the Council office – List to be sent to representative Veronica Vos.
