*PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to fill out a “Speaker
Card” to address the Board on any agenda item before the Board takes an action on an item. Comments from the public
on agenda items will be heard only when the respective item is being considered. Comments from the public on other
matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public
Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to
its attention during the General Public Comment period; however, the issue raised by a member of the public may become
the subject of a future Board meeting.
Public comment is limited to 2 minutes per speaker, unless adjusted by the presiding officer of the Board.
Comments from Stakeholders and the Public on Agenda items will be heard only when the respective item is being
considered. Comments within the Board’s subject matter jurisdiction on other matters not appearing on the Agenda will
be heard during the Public Comment period. Public Comment is limited to 20 minutes.
The opinions, positions or actions taken by the Woodland Hills-Warner Center Neighborhood Council do not represent or
imply similar opinions held by the Owner, Landlord, L.A.U.S.D, or representatives of any venue hosting a meeting of the
Neighborhood Council Board, or affiliated committees.

(19-176) Community Impact Statement – Evaluation of the LAUSD Superintendent
Discussion and possible action:
MOTION: A motion to the Board of Directors of the WHWCNC from the WHWCNC Education Committee;
Whereas, the WHWCNC represents the stakeholders of the Woodland Hills and Warner Center neighborhoods;
Whereas, the education and welfare of the children of Woodland Hills and Warner Center are of paramount concern to all
stakeholders;
Whereas, the WHWCNC Education Committee is charged with addressing the issues, concerns, programs, and services
related to the education of children, youth, and adults;
Whereas, LAUSD School Board Members Scott Schmerelson and Nick Melvoin addressed the WHWCNC at its October
10, 2018 Board meeting;
Whereas, in response to a question posed at said meeting by the WHWCNC Education Committee the above LAUSD School Board members indicated that no formal process existed for performance evaluation of the LAUSD Superintendent;
Whereas, the WHWCNC Education Committee is desirous of learning if any action has been taken with regard to the implementation of a performance evaluation process for the LAUSD Superintendent;
Therefore, the WHWNC Education Committee requests that the WHWCNC Board of Directors approve the following letter to be sent under the aegis of the WHWCNC Board of Directors to LAUSD School Board Members Scott Schmerelson and Nick Melvoin requesting information on the status of the implementation of a performance evaluation process for the LAUSD Superintendent;
Dear Mr. Melvoin and Mr. Schmerelson,
On October 10, 2018, you addressed a meeting of the Woodland Hills Warner Center Neighborhood Council on education issues for LAUSD. One of the questions posed by our Education Committee was whether the School Board had a process in place to evaluate Superintendent Austin Beutner within a designated timeline. Your response was “no,” but you indicated it was a good idea. While Mr. Melvoin did not comment on the suggestion, Mr. Schmerelson stated he would place it on a Board agenda.
As a follow-up, we would like to know if, in fact, any action has been taken on this matter? The current LAUSD Superintendent has now been in his position for just over one year. In the interest of good governance and oversight, the progress of the chief executive ought to be reviewed in conjunction with the set of goals he and the Board have established for his performance.
Kindly let us know of any movement on this recommendation and its implementation.

(19-177) Letter to School Principles
Discussion and possible action:
A motion to the Board of Directors of the WHWCNC from the WHWCNC Education Committee;
Whereas, the WHWCNC represents the stakeholders of the Woodland Hills and Warner Center neighborhoods;
Whereas, the education and welfare of the children of Woodland Hills and Warner Center are of paramount concern to all stakeholders;
Whereas, the WHWCNC Education Committee is charged with addressing the issues, concerns, programs, and services related to the education of children, youth, and adults;
Whereas, the WHWCNC Education Committee is desirous of learning more about the successes, problems and issues that the LAUSD schools in Woodland Hills-Warner Center are experiencing;
Therefore, the WHWNC Education Committee requests that the WHWCNC Board of Directors
approve the following letter to be sent under the aegis of the WHWCNC Board of Directors to Woodland Hills LAUSD School Principals requesting individual meetings of said principals with members of the WHWCNC Education Committee;
Dear Principal Name,
Last year the Education Committee of the Woodland Hills-Warner Center Neighborhood Council (WHWCNC) invited local school principals to meet individually with us so that we could learn more about their educational efforts and schools’ needs. We are interested in what you are most proud of, what challenges you face, and how we may be able to support you and your teachers in your mission.
Lockhurst and Woodlake elementary schools took advantage of our request. Each of their respective principals participated in a productive and informative meeting at their sites. Thus, we are extending the invitation to meet with you this academic year.
The WHWCNC is an official elected advisory body to the LA city councilmember for Council District 3. As such, the WHWCNC represents the stakeholders of the Woodland Hills community. (Warner Center is one of several neighborhoods within Woodland Hills.) Stakeholders are those who live, work, own property, or participate in community organizations within the boundaries of Woodland Hills. The WHWCNC is responsible for fostering a sense of community, advocating for quality-of-life issues in the neighborhoods, helping to facilitate the delivery of city services, and educating the stakeholders on how to better participate in municipal government.
The Education Committee is charged with addressing the issues, concerns, programs, and services related to the education of children, youth, and adults. Our members have a profound interest and, in some instances, an extensive background in public education. We are also able to help schools and other nonprofit organizations through the city’s Neighborhood Purposes Grant Program.
We invite you to give us a selection of dates and times this Fall when we may meet with you at your convenience for approximately 30 minutes.

Announcements: The next Board meeting will be held on Wednesday, September 11, 2019.
Meeting dates for or the upcoming 2019-2020 year; the proposed Board meeting are held the second Wednesday of every month at the American Legion Hall located at 5320 Fallbrook Ave, Woodland Hills, CA 91367 at 6:30pm.
