*PUBLIC INPUT AT NEIGHBORHOOD COUNCIL MEETINGS – The public is requested to fill out a “Speaker
Card” to address the Board on any agenda item before the Board takes an action on an item. Comments from the public
on agenda items will be heard only when the respective item is being considered. Comments from the public on other
matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public
Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to
its attention during the General Public Comment period; however, the issue raised by a member of the public may become
the subject of a future Board meeting.
Public comment is limited to 2 minutes per speaker, unless adjusted by the presiding officer of the Board.
Comments from Stakeholders and the Public on Agenda items will be heard only when the respective item is being
considered. Comments within the Board’s subject matter jurisdiction on other matters not appearing on the Agenda will
be heard during the Public Comment period. Public Comment is limited to 20 minutes.

(20-001) Monthly Expense Report (MER) – November 2019
Discussion and possible action:
Motion to approve the WHWCNC Budget/Fiscal Year 2018-2019 Monthly Expense Reconciliation [MER] for November 2019. A large portion of these funds have been Board approved and allocated but not invoiced at this date.

(20-002) Reallocation of 2019/2020 Budget
Discussion and possible action:
Discussion only related to a January Budget Committee Meeting to reallocate the WHWCNCC 2019/2020 budget for the remainder of the fiscal year from January 2020 through June 30, 2020. Meeting date to be determined.

Item No. (3) Homelessness Committee – Ray Cole, Chair
(20-003) Community Impact Statement for Council File19-0002-S184
Increase/ State Payment Rate/ Licensed Board and Care Facilities
Discussion and possible action:
Motion to approve a Community Impact Statement for Council File19-0002-S184 related to an Increase/ State Payment Rate/ Licensed Board and Care Facilities.
The Woodland Hills-Warner Center Neighborhood Council SUPPORTS Council File 19-0002-S184 to support any legislation or administrative action to increase the state payment rate for licensed board and care facilities in the state of California. These facilities assist in keeping those with physical and mental illness that are formerly homeless off the streets of Los Angeles as well as receiving the health care and case management that they desperately need.
WHEREAS, in a survey this year shows 39 board-and-care facilities have closed in the last three years in Los Angeles County, eliminating 949 beds out of an estimated 6100; and,
WHEREAS, board-and-care homes provide 24 hour staffing, 3 meals per day and administer medications to clients, provide transportation to doctor’s appointments, set up individuals with primary care physicians, and work with agencies to provide support services through case management; and
WHEREAS, board-and-care facilities become a more affordable option for seniors and other individuals with mental and physical health issues due to some rent payments being subsidized by Los Angeles County; and
WHEREAS, formerly homeless individuals and seniors that utilize board-and-care facilities would otherwise be on the streets in communities if facilities close; and,
WHEREAS, board-and-care facilities are getting paid half the rate that operators of homeless shelters receive; and,
WHEREAS, board-and-care facility owners cannot afford to continue operating these facilities are considering closing and selling the property, or redeveloping it as an apartment complex because it is easier and less cost to the operator; and
THEREFORE, IT IS HEREBY RESOLVED that the Woodland Hills-Warner Center Homelessness Committee recommends that the Board of the Woodland Hills-Warner Center Neighborhood Council support Council File 19-0002-S184 with the following suggestion:
1. The WHWCNC Board send this motion of support to Council District 3 encouraging Council Member Blumenfield to support Council File 19-0002-S184. (see attached Council File support document)
Item No. (4) Homelessness Committee – Ray Cole, Chair
(20-004) New Friends Homeless Center http://www.newfriendshomelesscenter.org/
Funding Request – Neighborhood Purpose Grant
Discussion and possible action:
Motion for the board to approve an NPG for up to $800.00 for the New Friends Homeless Center for support of their Community Dinners.
Over 500 hot meals are served on Tuesday & Friday nights, and Sunday afternoons. The guests include homeless veterans, senior citizens, those who are disabled, those with special needs, low income guests and often their pets. Birthdays are celebrated each month so the guests know that their lives do matter regardless of their situation. After dinner there is distribution of hygiene kits, pet food, clothes, blankets, tents and other needs as the guests leave for the night to head back to the streets. New Friends Homelessness Center provides the following weekly services: – Preparing over 500 meals per week and distributing extra food packs – Offering free clothing, hygiene kits, pet food, blankets, tents and sleeping bags – Over 75 New Friends volunteers provide food service, entertainment and counseling

(20-005) Funding Request
Valley Alliance of Neighborhood Councils (VANC)
Discussion and possible action:
WHIP Motion regarding the Board giving financial support of $250 toward the Valley Alliance of Neighborhood Council Spring Mixer.
WHEREAS, the Valley Alliance of Neighborhood Councils (VANC) is having a Spring Mixer event on March 20, 2020; and,
WHEREAS, VANC serves to brings members of Neighborhood Councils together to discuss common issues and introduce participants to local officials for the purpose of dialog on issues; and,
WHEREAS, VANC depends on contributions from Neighborhood Councils to carry out its efforts; and,
WHEREAS, the WHIP Committee believes the Spring Mixer is a worthy event; and
WHEREAS, the WHIP Committee believes the City Clerk has established a limit amount of $250 that can be contributed to the event; and
WHEREAS, the Contributions must be made directly to the caterer for the event;
THEREFORE, the Woodland Hills Impacts and Policies Committee requests the Board to direct $250 from the Woodland Hills Impacts and Policies Committee Budget to be paid to the caterer or another entity as designated by the City Clerk in support of the Valley Alliance of Neighborhood Councils Spring Mixer event.
