The Environment Committee meets on the 4th Monday of each month. However, the
September meeting is cancelled. The next meeting will be on Monday, October 22. For other
date or location changes to this or any other meeting of the WHWCNC, please go to the council
website at www.whcouncil.org and click on Calendar.
Stakeholders and the public are permitted to address the committee on any item on the
agenda prior to the committee’s taking action on said item. It is requested speakers complete a
speaker card, available on a table in the back of the room, and hand it to one of the co-chairs.
Comments from stakeholders and the public on agenda items will be heard only when the
respective item is being considered. Comments within the committee’s subject matter
jurisdiction on other topics not appearing on the agenda will be heard during the public comment
period. Public comment is limited to 15 minutes. Each speaker is limited to two minutes, unless
waived by the presiding officer of the committee.
Opinions, positions, or actions taken by the Woodland Hills-Warner Center Neighborhood
Council do not represent or imply similar opinions held by the owner, landlord, business or
representatives of any venue hosting a meeting of the council board or committee.

AGENDA
Items for discussion and possible vote:
1.0 Discussion of possible community impact statement (CIS) on CF 16-0651.
Background: Before the June meeting, a local resident called our attention to the matter of
Roundup being sprayed in public parks in the City of Los Angeles. Council File 16-0651, upon
which the City Council took final action last November 21, resulted in a minor change in the way
that Roundup was applied in City parks. This change was as follows:
“In an effort to mitigate the risk of potential exposure (e.g. skin contact, inhalation and ingestion) to children, other park users and their pets immediately after an herbicide application, RAP will no longer apply Roundup to unwanted vegetation within 100 feet of children’s play areas, recreation center, and dog parks.”
Matter to Consider and Discuss: In light of recent developments concerning Roundup, should this committee craft a CIS requesting that (1) the application of Roundup be permanently banned from City parks and other public areas under the jurisdiction of the Department of Recreation and Parks and (2) strongly urge the RAP to adopt and employ alternative weed-management techniques? More and more California cities are adopting nontoxic management strategies of undesired weeds in public places. These places include Richmond, Malibu, Irvine, Glendale, Burbank, and Petaluma. Should this committee request that the City of Los Angeles adopt nontoxic methods of controlling unwanted weeds, such as those listed on the Nontoxic Neighborhoods website? If so, discussion of CIS follows.
2.0 Report of the workshop “Great Green Space for a Climate-Smart LA,” held on August 25 and hosted by the Neighborhood Council Sustainability Alliance.
3.0 Discussion and vote to submit a request to the full board of the WHWCNC that Karen DiBiase and Gina Thornburg be designated as sustainability liaisons to the Neighborhood Council Sustainability Alliance.
4.0 Discussion of trees in Woodland Hills and the importance of trees in an urban environment. Announcement of new street-tree-removal notification system, which is found at https://bsspermits.lacity.org/treepostings/
5.0 Announcements: Crayola has a school-based recycling program for used Crayola markers called ColorCycle. http://www.crayola.com/colorcycle.aspx.
5a. Other announcements of environmental concern to the stakeholders of Woodland Hills.
