We want your thoughts.  Over the past several months, Neighborhood Council members have received an increasing number of complaints about excessive speeding, road takeovers, vehicle noise and pedestrian safety.  While the NC has previously worked with Councilmember Blumenfield’s office, the LA Department of Transportation and LAPD to implement solutions that address specific community complaints, we want to hear more from our stakeholders about their experiences and ideas related to making LA roads as safe as possible.  A reminder that the Neighborhood Council is an advisory body and does not write or enforce laws.  We are looking for community input to share with city officials.

Woodland Hills residents – please note important updates:

LAUSD Schools in the area are now on Minimum Day today, Friday:  Pickup is 12:37 and after-school programs are cancelled.

Other private schools may also be impacted.  Check with your school.

No smoking or open fires of any kind are allowed in the Topanga Canyon area.

Air quality is poor and residents are advised to stay indoors.

Before driving today, please check road conditions – there are numerous freeway closures to the fire.

5 WH Streets Approved for Speed Limit Increases – Community Input Wanted

Five street segments in Woodland Hills were approved for speed limit increases at the end of 2018 in order to allow for the use of Radar for speed enforcement.  The WH streets are among hundreds of affected streets throughout Los Angeles.  This is based on current State of California requirements for setting speed limits.

The street segment changes are the following:

•Revise the speed limit on Corbin Avenue between Roscoe Boulevard and Ventura Boulevard from 35 miles per hour to 40 miles per hour.

•Revise the speed limit on Mulholland Drive between Topanga Canyon Boulevard and San Feliciano Drive from 35 miles per hour to 40 miles per hour.

•Revise the speed limit on Oxnard Street between De Soto Avenue and Shoup Avenue from 35 miles per hour to 40 miles per hour.

•Revise the speed limit on Victory Boulevard between Shoup Avenue and Valley Circle Boulevard from 40 miles per hour to 45 miles per hour.

•Revise the speed limit on Shoup Avenue between Roscoe Boulevard and Ventura Boulevard from 35 miles per hour to 40 miles per hour.

In November of the 2018, after public review in the Public Safety Committee and a subsequent Full Board Meeting, the Neighborhood Council submitted a Community Impact Statement (CIS) withholding support for the increases and asking for more time to gather additional community input.  While the City Council subsequently approved the hundreds of speed limit changes throughout the city, Councilmember Blumenfield’s office and the Los Angeles Department of Transportation (LADOT) have offered tor work with the NC and community to address concerns related to the speed limit increases in our area.

LADOT Sample Letter – All letters received by the NC contained the same primary text.  The only difference was the listing and speeds for the affected street segments (listed in the preceding summary).   We created the sample for ease of reference.

The Woolsey Fire is primarily burning west of Woodland Hills; however, residents should be use local news and emergency alert services to stay informed in the event of shifts in the fire due to wind conditions.  There are still evacuations in LA areas bordering Topanga and near Calabasas as well as Topanga, Malibu, portions of Calabasas, Agoura Hills and areas in Ventura County.  There are road closures where Woodland Hills borders some of these areas.

Woodland Hills Warner Center NC Neighborhood Watch Sign Pilot Program – Last Chance for 2017

Want a free WHWC branded Neighorhood Watch sign for your Neighborhood Watch group?  We have a very limited number available on a first-come, first-served basis.  To sign up, please click on the registration form here or you can mail us the relevant info.  Either way, please read the important program requirements below.  You may also download a PDF Version of the requirements.

What the program provides: One (or two)* Blue Version reflective Neighborhood Watch Signs and installation of the sign(s) at an “entry point” for Neighborhood Watch group’s area.

What is required of the Neighborhood Watch Group:

  • Must be within the boundaries of the Woodland Hills-Warner Center Neighborhood Council.
  • Provide the Name of the Neighborhood Watch (NW) Group and name and contact information of key contact(s).
  • Provide the boundaries of the group and number of homes included in the area.
  • Attend a meeting sponsored by the Neighborhood Council: Either a meeting of the Public Safety Committee  (1st Weds eve of each month) or a General Board Meeting (2nd Weds eve of each month)**. The NW Group can be represented by the block captain or another representative. The same person does not need to attend each meeting. The person should introduce themselves and the group they represent during the public comment period. They must be sure that a member of the Public Safety Committee has noted their presence.
  • Neighborhood Watch Groups must submit a valid email address for the block captain – to be added to the Neighborhood Council electronic contact program.
  • Each NW group should present their plan to the Public Safety Committee for the use of “electronic communication” to keep their group members informed. This could be email, Next Door, Facebook or other group communication tool.
  • NW groups must also purchase additional NW signs for their neighborhood. These DO NOT have to be the signs installed by the NC.
  • Each NW group must have regularly scheduled meetings.
  • Each NW group will meet the LAPD guidelines for a Neighborhood Watch program – available at: http://www.lapdonline.org/crime_prevention_tips/
  • Each group will be vetted and approved by the appropriate Senior Lead Officer for their area.
  • Applications will be accepted on a first-come, first served basis based on application submission AND completion of the program requirements. As there are only a limited number of signs available, the Public Safety Committee, in conjunction with the SLO’s, reserves the right to make the final decision on sign distribution in the event that there is a “tie” related to when groups complete and finish their application requirements.

*Final number of signs for each group will be based on NW group size AND the number of available signs.

**If no one from the NW group is able to attend a Wednesday eve meeting, an alternate option MAY be proposed to the Public Safety committee for consideration. Priority will be given to those groups that attend the meetings as indicated.

July 4th Fireworks Extravaganza – New Safety Guidelines

The Valley Cultural Center’s presentation of Bob Blumenfield’s July 4th Fireworks Extravaganza delights over 60,000 people each year with a free concert and 15-minute spectacular fireworks display. There are over 20 local restaurants on hand along with arts and crafts vendors and local businesses promoting and selling their goods.
