VIRTUAL MEETING TELECONFERENCING and PHONE NUMBER FOR PUBLIC PARTICIPATION
In conformity with the September 16, 2021 Enactment of California Assembly Bill 361 (Rivas) and due to concerns over COVID-19, the Woodland Hills-Warner Center Neighborhood Council meeting will be conducted entirely telephonically with a call-in option or internet based service option.
Every person wishing to address the Neighborhood Council must dial +1 669 900 6833 and enter Zoom ID No. 832 3421 4033 and then press # to join the meeting. Instructions on how to sign up for public comment will be given to listeners at the start of the meeting. The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Zoom users should use the “raise hand” feature.
AB 361 Updates: Public comment cannot be required to be submitted in advance of the meeting, only real-time
public comment is required. If there are any broadcasting interruptions that prevent the public from observing or hearing the meeting, the meeting must be recessed or adjourned. If members of the public are unable to provide
public comment or be heard due to issues within the Neighborhood Council’s control, the meeting must be recessed or adjourned. Any messaging or virtual background is in the control of the individual board member in their personal capacity and does not reflect any formal position of the Neighborhood Council or the City of Los Angeles.
*PUBLIC INPUT ON AGENDA ITEMS – The public may address the Board on any agenda item before the Board takes an action on an item. Comments from the public on agenda items will be heard only when the respective item is being considered. Public comment is limited to 2) minute per speaker.
*PUBLIC INPUT ON MATTERS NOT ON THE AGENDA – Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period. Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting.
Public Comment is limited to (2) minute per speaker, unless adjusted by the presiding chair of the committee. The presiding chair may impose time limits per each agenda item as needed.

5. CONTINUING DISCUSSION REGARDING NPG FOR WH PARK
Update about NPG and Lee Marks about the NC donating to the WH Park. Although the bench program is stopped, investigation into other NPG such as the book trolley. Motion to approve a set amount?
6. LAWN SIGNS
As previously discussed:
Motion to approve expenditure on 30 lawn signs to be placed on lawns of members of the Board who wish to do so. These signs will be further developed and designed (City logo will be added) per the attached template and can be customized to add individual’s names, area representative designation, WHWCNC phone numbers and WHWCNC email addresses if requested. Or they can be plain. It is recognized that some board members may not want to have signs in their gardens. However, as elected officials of the local stakeholders, it is anticipated that the demand will be there to alert the stakeholders that a representative is in their neighborhood to listen to their needs and suggestions. Total cost $821.25 at $25 per lawn sign (plus wire stake) done by Rivas Enterprises. See attachment. This breaks down to a cost of $750 plus tax, which is cheaper than Office Depot. Thank you Arturo for facilitating this.
7. BANNERS
As previously discussed:
Motion to approve expenditure for maintenance and expansion of existing WHWCNC banners in the existing location along Ventura Blvd. from Premiere Hills Circle to Del Moreno Drive. The first part of the motion is to approve the expenditure of $750 to keep our banners at existing location for one more year from September 2022 through the beginning of September 2023. The cost to maintain and repair and check integrity of existing banners is $750. The second part of the motion is to approve the expenditure of $3,574.53 for an additional 6 banners to complement the ones on the south side of the street. These would be placed on the north side where many of the signs have none. This would also last until the beginning of September 2023. See attached. Wee should choose a larger font and consider a dark background with White type
8. COMMUNITY CLEAN UP PROJECTS
Continuing discussion about cleaning up areas and also how to add plants to sidewalks we clean up. Plan of action?
9. New business for next meeting.
10. Report on current activities in the community. Community Wellness Workshop Schedule, see attached.
