VIRTUAL MEETING TELECONFERENCING NUMBER FOR PUBLIC PARTICIPATION

In conformity with the Governor’s Executive Order N-29-20 (March 17, 2020) and due to concerns over COVID-19, the Woodland Hills-Warner Center Neighborhood Council meeting will be conducted entirely telephonically.

Every person wishing to address the Neighborhood Council must dial +1 669 900 6833, and enter Webinar ID: 910 9839 1433 and then press # to join the meeting. Instructions on how to sign up for public comment will be given to listeners at the start of the meeting. The public is requested to dial *9, when prompted by the presiding committee member, to address the Committee on any agenda item before the committee takes an action on an item.

Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period.   Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 2 minutes per speaker, unless adjusted by the presiding officer of the Boars.  Public Comment is limited to 15 minutes total per item.

  6. New Zones for replacing Estate and Agriculture zones in the Local Community Plan

Continued discussion regarding draft letters for engaging and informing stakeholders in conjunction leading to proposing a zone classification system under the new Los Angeles zoning code that protects the intent of current zoning and the purpose of the RA1 zone.

  1. Possible follow-up discussion and action requesting a meeting between the WHWCNC and the Community Plan Team from City Planning.
    Discussion regarding establishing a meeting to have the team focus a community discussion on Woodland Hills zones.
  2. Possible discussion and action regarding the WHWCNC engagement in Redistricting.
    Discussion and possible action regarding whether the committee consider positions the Board might need to take regarding the decennial redistricting of the City and the possible impacts on Woodland Hills and Warner Center.

  1. Possible discussion and action regarding CF-20-1042, city council proposing a ballot measure.
    Discussion and possible action regarding a proposal that would streamline and update the city zoning code to address a shortage of housing, be modeled on the Transit Oriented Communities program, promote environmental justice, prevent gentrification and lead to equitable distribution of new housing.

    Discussion and possible action removing the PLUM committee from the approval process in order to mitigate lobbying/influence of PLUM members.
