VIRTUAL MEETING TELECONFERENCING NUMBER FOR PUBLIC PARTICIPATION

In conformity with the Governor’s Executive Order N-29-20 (March 17, 2020) and due to concerns over COVID-19, the Woodland Hills-Warner Center Neighborhood Council meeting will be conducted entirely telephonically.

Every person wishing to address the Neighborhood Council must dial +1 669 900 6833, and enter Webinar ID: 910 9839 1433 and then press # to join the meeting. Instructions on how to sign up for public comment will be given to listeners at the start of the meeting. The public is requested to dial *9, when prompted by the presiding committee member, to address the Committee on any agenda item before the committee takes an action on an item.

Comments from the public on agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the agenda that are within the Board’s jurisdiction will be heard during the General Public Comment period.   Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to 2 minutes per speaker, unless adjusted by the presiding officer of the Boars.  Public Comment is limited to 15 minutes total per item.

3. Public Comment: Community Members may comment to the committee regarding issues not on the agenda that the committee may consider at a subsequent meeting.
4. Approval of Available Minutes
5. Discussion and possible actions regarding implementing the community meeting with City Planning on the Community Plan Update. Upon Board passage the WHIP Committee request, the Board President has delegated the responsibility to coordinate implementation to the WHIP Committee.
6. New Zones for replacing Estate and Agriculture zones in the Local Community Plan

Discussion regarding responding to letters from and informing stakeholders worried a zone classification system under the new Los Angeles zoning code will not protect the intent of current zoning and the purpose of the RA1 zone.

7. Possible discussion and action regarding CF-20-1044, city council proposing high value projects to skip the City Council PLUM committee.
   Discussion and possible action removing the PLUM committee from the approval process in order to mitigate lobbying/influence of PLUM members.

8. Possible discussion and action regarding CF-20-1045, city council proposing more restrictive procedures plus transparency for communications between developers and council offices.

9. Possible discussion and action regarding commenting on Updating of the Housing Element of the General Plan.

10. Future Agenda Items

Committee members may raise issues for discussion at a future meeting relevant to areas under the committee’s purview.

1. Possible discussion and action regarding commenting on CPC action on the City Ordinance for proposed Chapter 1A Processes and Procedures of the New Zoning Code.
