Please note that under the Brown Act, the Board is prevented from acting on a matter that you bring to its attention during the General Public Comment period; however, the issue raised by a member of the public may become the subject of a future Board meeting. Public comment is limited to two (2) minutes per speaker, unless adjusted by the presiding officer of the Board.

 

I.                CALL TO ORDER AND COMMITTEE ROLL CALL

  1. APPROVAL OF MINUTES – March 3, 2025

                                            March 17, 2025 – was not held due to St. Patrick’s Day

                                                                                                                

 

  • GENERAL PUBLIC COMMENT – Comments from the public on non-agenda items that are within the WHWCNC’s Board jurisdiction and within the committee’s jurisdiction.

Each speaker will be allowed two (2) minute(s).

 

  1. AGENDA ITEMS

 

For discussion and possible action:

 

  1. Discussion of plans for NC participation in the Chamber of Commerce Asian Fair on May 10th.

 

  1. 2. Discussion and possible action related to neighborhood issues and concerns.
  2. Casalena and request for no parking signs on neighborhood streets.
  3. Update on Warner Center Park upgrades.
  4. Request for May 14th Board Meeting – (30) minute Presentation and Q & A by Councilmember Bob Blumenfield on local issues In Woodland Hills.

 

  1.    Discussion and possible action related to stakeholder participation at WHWCNC Board meetings and

assurance that board meetings are conducted in a manner that best serves the needs of the community

and all stakeholders attending WHWCNC meetings.

 

  1. Committee request to the WHWCNC Governance Committee and EmpowerLa to define for the Board

at the May 14th Board Meeting when and if Roberts Rules of Order can override WHWCNC Bylaws, Standing Rules and Best Practices and override a Board Meeting Agenda as written or a committee agenda as written and publicly posted.

Request the Governance Committee for the May 14th Board meeting submit a clarifying Standing Rule to be voted on by the board and implemented.

 

  1. As the Standing Rules Ad hoc Committee has never met, a committee request to the Governance

Committee that the current revised Standing Rules 2022 be submitted by the Governance Committee to

the board on May 14th to be immediately approved. The Standing Rules can be improved and other rules written by the Ad hoc Committee, at a later date, as Standing Rules can be added to and voted on at any time.

 

  1. Committee request to the Governance Committee and EmpowerLA to provide written information to

be provided to the board members at the May 14th Board Meeting that clearly describes other Censure Policy requirements, legal prerequisites or other possible reasons that may cause a Censure to be denied by EmpowerLA and the City, that are not described in the Censure Policy in the WHWCNC Bylaws.

Request the Governance Committee by May 14th create a Standing Rule that fully describes these other requirements, legal prerequisites and all other possible reasons or actions that must be a part of filing a valid and City acceptable Censure that are not described in the Bylaws Censure Policy.

 

  1. 4. Discussion about ways to support diversity, seniors, veterans and LGBTQ neighbors in our community.

 

  1. 5. Discussion about events and committee goals for fiscal year 2024/2025.

 

  1. 6. New Business – for discussion and possible action at the next committee meeting.
