As to the renewal of the Conditional Use Permit and the Project Permit Compliance with four modifications to existing Conditions for The Rack in the Promenade mall, 21901 Oxnard Street, Woodland Hills, the Planning, Land Use and Mobility Committee of the Woodland Hills-Warner Center Neighborhood Council recommends the Council Board support the Application with an amendment of:
            • Condition #6—to reflect the current square footage and occupancy levels;
• Condition #7—to (A) Update language by replacing “outdoor patio area” with “enclosed patio and    outdoor dining area” to reflect current configuration; and to: (B) Accept modifications of age restrictions in the enclosed patio  area and dining areas, but retain existing age restrictions in the billiard and bar areas; and
• Condition #19— to retain on-site security guards provided by the Applicant, but not require the “State licensed” requirement; and
            • Condition #22—Allow service of alcoholic beverages on adjacent outdoor patio dining area.

The Planning, Land Use and Mobility (“PLUM”) Committee recommends the Woodland Hills-Warner Center Neighborhood Council support the approval of the Island’s Restaurant’s proposal in that it must follow all the conditions of ZA 2005-8925 (CUB)(PA2) and that the submitted conditions of the Application not be part of the approval; and that the Council approve waiving the public hearing for island’s Restaurant.

The Planning, Land Use and Mobility (“PLUM”) Committee recommends the Woodland Hills-Warner Center Neighborhood Council support the construction/addition of a monument sign to the center median located in front of the new OSH store located at or about 19800 Ventura Boulevard.  Said monument sign shall be paid for by the West Valley Warner Center Chamber of Commerce (“the Chamber”) and the funds have been previously unanimously approved by the Ventura Boulevard Plan Review Board.  Further, said funds are to be reimbursed from a fund from the City of Los Angeles.

LADOT Transit Survey


LADOT Transit Service Analysis – Moving Forward…Together
 
Dear Stakeholder:     
 
The City of Los Angeles Department of Transportation (LADOT) began its transit service program over 30 years ago.  LADOT Transit now operates the second largest bus fleet in Los Angeles County (next to Metro) and serves approximately 26 million passenger trips annually. LADOT Transit operates five DASH routes in Downtown Los Angeles and 26 Community DASH routes, 14 Commuter Express routes and the senior and disabled Cityride program to meet the travel needs of city residents, workers and visitors.   Every three to five years, LADOT Transit performs a comprehensive line-by-line analysis (Transit Service Analysis) of its services to assess their performance as well as to identify unmet transportation needs in the city.
 
LADOT Transit has begun a new Transit Service Analysis we are calling Moving Forward…Together.  While the analysis will study technical aspects affecting route planning such as new development, demographic changes, current and potential ridership, cost effectiveness and mobility needs, a key factor in the analysis is input from riders, potential riders, employers, social service agencies as well as other major stakeholders who represent targeted populations throughout the City of Los Angeles. 
 
The analysis will be a three-phase effort. In the first phase, research and information will be collected and the public outreach effort will begin with the gathering of public and stakeholder input.  That research and public and stakeholder input will be analyzed resulting in an initial set of recommendations. Phase Two will be the release of these draft recommendations as well as another round of public and stakeholder outreach efforts to gather reactions to proposed recommendations.  Once again, the input will be analyzed resulting in a final set of recommendations.  The last phase of the project will be the preparation of those recommendations for presentation to the Los Angeles City Council.
 
LADOT is requesting the assistance of your organization to notify your members about Moving Forward…Together and to encourage them to submit their suggestions in one of several ways:

Message from the DOE Regarding the SSFL

Greetings to the SSFL Community:

This year, our major goals at the U.S. Department of Energy (DOE) Energy Technology Engineering Center (ETEC) are
to complete investigations and analyses of groundwater and publish the draft Environmental Impact Statement (EIS) which
will evaluate clean-up options for the remediation of Santa Susana Field Laboratory (SSFL) Area IV. With that in mind,
we are devoting this issue of the CleanUpdate to the progress we’ve made addressing groundwater contamination issues
since release of the 2009 Groundwater Remedial Investigation Report. Scientists have concluded TCE (trichloroethylene) is
the primary contaminant of concern in Area IV groundwater, with smaller amounts of perchlorate, strontium-90 (Sr-90),
and metals, plus a tritium plume.

The $350 million Village at Westfield Topanga being built in Warner Center will open in September

The $350 million Village at Westfield Topanga being built in Warner Center will open in September, and two adjacent malls will get major renovations, Westfield Corp. announced Monday.

The company said that it has purchased the spaces housing the Sears store at Westfield Topanga and Macy’s at Westfield Promenade. Terms were not disclosed.

Westfield will refashion the former Sears into a “vibrant entertainment district” integrating an upscale theater complex and new restaurants.

Plans for the Promenade were not disclosed.

The discussion will center around the cleanup of the Santa Susana Field Lab site and its impact on the community. The cleanup could potentially affect the traffic, public health and quality of life in the nearby communities for a decade or more.
The Forum will showcase a variety of speakers who are experts in their field. Included are representatives from the California Department of Toxic Substances Control (DTSC), The Boeing Company, National Aeronautics and Space Administration (NASA), Department of Energy (DOE), and the Los Angeles Regional Water Quality Control Board (Water Board).
“The safe and sound cleanup of the Santa Susana Field Laboratory is of the highest priority”, said Woodland Hills-Warner Center Neighborhood Council Chair, Scott Silverstein.  “The Neighborhood Councils have been diligently working to ensure that the stakeholders of the west San Fernando Valley are not subjected to extraordinary health or safety risks due to the cleanup of the site.  We are closely following two distinct issues at the SSFL.  First, we need to insure that the level of the cleanup by the responsible parties is no more dangerous and damaging than what is reasonably required to make the site safe and, second, the very important issue pertaining to the proposed street routes used to exit the site by the trucks loaded with tons of toxic and radioactive waste.  We will not accept hundreds of trucks a day, over many years, carrying this dangerous waste by our homes, schools, and businesses.”
Corinne Ho, Chair of the Canoga Park Neighborhood Council stated, “We are one of the communities affected by the future SSFL cleanup.  We need to be educated about this issue so we can make informed decisions that will protect the public’s health.”
OVERVIEW: The Santa Susana Field Lab is an area of approximately 2,800 square acres located in the mountainous region of northwestern West Valley.  The site was used from the late 1940’s through 2006 for testing and cleaning of rocket and space shuttle engines, nuclear power experimentation, and other high priority science and national security projects.  A cleanup of the site was deemed warranted to satisfy public concern about toxic chemical and radioactive materials located in several “media” (soil, soil vapor, surface water, and bedrock around the property).  It was further determined that the contamination did enter the water table in the area. The cities possibly affected by the cleanup and removal of toxic materials by truck could affect many communities including Woodland Hills, Canoga Park, Woolsey and Box Canyons, West Hills, Bell Canyon, Chatsworth and Simi Valley.
NASA, Boeing, and the Department of Energy are the responsible parties for the cleanup of the four areas and two buffer zones that comprise the SSFL. The California Department of Toxic Substances Control is the lead agency in the clean up and the Los Angeles Regional Water Quality Control Board oversees the surface water that runs off the SSFL site.

Motion to approve an appropriation of up to $250 from the 2014/2015 fiscal year budget for a “Town Hall” style forum with the Candidates for the Assembly District 45 and certain Propositions which are to be voted upon in the November election. The town hall will be administered by the Northridge East and West, Canoga Park, Reseda, and possibly more NC’S as so determined. The appropriation is for refreshments, rent, programs, public outreach, and other miscellaneous expenses.

The Woodland Hills-Warner Center Neighborhood Council (WHWCNC) will be attending and encourages YOU to come and participate at a Community Meeting presented by the U.S. Department of Toxic Substances Control (DTSC) focusing on  transportation options for soil removal during the future clean-up activities at the Santa Susana Field Laboratory (SSFL). 
There is a potential of hundreds of trucks carrying “contaminated” soil and debris through our streets for many years.  Come find out about how this will affect you.
