In conformity with the September 16, 2021 Enactment of California Assembly Bill 361 (Rivas) and concerns over COVID-19, the Woodland Hills Issues and Policies Committee meeting will be conducted entirely telephonically with a call-in option or internet-based service option.
Every person wishing to address the Neighborhood Council must dial 1 669 900 6833 to access by phone or internet via browser or the “Zoom“App and enter Webinar ID # 890 7787 1030 and then press # to join the meeting. The Chair will give listeners instructions for providing public comments at the start of the meeting. When calling-in telephonically, the public is requested to dial *9, when prompted by the Chair or Moderator, to address the Committee on any agenda item before the Committee takes action on each item. Zoom users should use the “raise hand“ feature.
AB 361 Updates: Submission of Public comment cannot be required in advance of the meeting, only real-time
public comment is required. If broadcasting interruptions prevent the public from observing or hearing the meeting, the meeting must be recessed or adjourned. If the people cannot provide public comment or cannot be heard due to issues within the Neighborhood Council’s control, the meeting must be recessed or adjourned.
Messaging and virtual backgrounds are in the control of the individual Committee member in their personal capacity. They do not reflect any formal position of the Neighborhood Council or the City of Los Angeles.
- PUBLIC INPUT ON AGENDA ITEMS – The public may address the Committee on any agenda item before the Committee takes action on an item. The Committee will accept comments from the public on agenda items only when the Committee considers the individual item.
- PUBLIC INPUT ON MATTERS NOT ON THE AGENDA – During the General Public Comment period, the Committee listens to comments from the public on other matters not appearing on the agenda that are within the Committee’s jurisdiction. Please note that the Brown Act prevents the Committee from acting on an issue that you bring to its attention during the General Public Comment period; however, the issue raised by a public member may become the subject of a future Committee meeting.
Public Comments are limited to two (2) minutes per speaker unless adjusted by the presiding member of the Committee. The presiding member may impose time limits per each agenda item as needed.

Consideration of Future Focus/Mission of the committee:
The Woodland Hills – Warner Center Neighborhood Council originally established the committee as PLUM2 to consider Statements regarding City policies related to City Planning. The Committee name was changed to Woodland Hills Issues and Policies [WHIP] when the focus was expanded to all WHWCNC Community Impact Statements. Now that Board President, Joyce Fletcher, believes committee should be writing Impact Statements on issues under their purview, should WHIP return to just dealing with Issues and Policies related to the Department of City Planning?

Consideration of Requested Action from the Board President regarding the lack of accounting for Fees collected under the Warner Center Specific Plan and Ventura/Cahuenga Boulevard Corridor Specific Plan.
Discussion and possible action requesting City Council action for an audit by appropriate agencies to brings transparency/clarity to the status of the funds with properly formatted reports to allow the Boards for the Specific Plans to perform their regulatory/supervisorial duties.

(Time permitting) Consideration of action for recommendation to Board regarding the latest draft of the Community Plan Update for Woodland Hills and Ventura Boulevard.
Discussion and possible action to determine what should be the response from the Board, if any, to the Planning Team for the Community Plan

Today, Los Angeles City Planning is releasing updated draft land use designations for the three Community Plans of the Southwest Valley:
Canoga Park-Winnetka-Woodland Hills-West Hills,
Encino-Tarzana, and
Reseda-West Van Nuys-Lake Balboa.
You can explore the proposed land use designations in detail via the online StoryMap. The StoryMap tool is a guided experience that contains interactive maps and online feedback forms to make it easy for you to review the proposed content and share your comments.
As part of this release, the Southwest Valley team has developed a three-part video series to provide background information and answer questions you may have regarding the Community Plans Update.

Part One provides an introduction to the Community Planning process and the City’s new Zoning Code, gives an overview of the Southwest Valley geography, and discusses changes to the boundaries of the Community Plans as well as the introduction of the Ventura Corridor as part of the Community Plans Update process.

Part Two focuses on the vision for the Southwest Valley Community Plans Update and discusses the strategies behind the newly proposed land use designations for achieving this vision.

|
Part Three focuses on the Ventura-Cahuenga Boulevard Corridor Specific Plan, discussing its place within the overall Community Plans Update process and future possibilities for the specific plan area.

Additionally, the Southwest Valley team will be holding office hours wherein stakeholders may set up a time to speak one-on-one with planning staff. The office hours provide an opportunity for more in-depth discussions of topics relevant to the Community Plans Update.

In the coming months, City Planning will release the Draft Zoning and Draft Environmental Impact Report (DEIR) for the Southwest Valley Community Plans, which will be followed by a comment period for the environmental document.We look forward to hearing your feedback and ideas for the Draft Plan.

En los próximos meses, el Departamento de Planeación publicará el borrador de zonificación y un borrador del Informe de Impacto Ambiental (DEIR por sus siglas en inglés) para los Planes Comunitarios del Suroeste del Valle de San Fernando y después seguirá el periodo de comentarios públicos para el documento del informe ambiental.
