VIRTUAL MEETING TELECONFERENCING and PHONE NUMBER FOR PUBLIC PARTICIPATION
In conformity with the September 16, 2021 Enactment of California Assembly Bill 361 (Rivas) and due to concerns over COVID-19, the Woodland Hills-Warner Center Neighborhood Council meeting will be conducted entirely telephonically with a call-in option or internet based service option.
Every person wishing to address the Neighborhood Council must dial +1 669 900 6833 and enter Zoom ID No. 883 8996 8604 and then press # to join the meeting. Instructions on how to sign up for public comment will be given to listeners at the start of the meeting. The public is requested to dial *9, when prompted by the presiding officer, to address the Board on any agenda item before the Board takes an action on an item. Zoom users should use the “raise hand” feature.
AB 361 Updates: Public comment cannot be required to be submitted in advance of the meeting, only real-time
public comment is required. If there are any broadcasting interruptions that prevent the public from observing or hearing the meeting, the meeting must be recessed or adjourned. If members of the public are unable to provide
public comment or be heard due to issues within the Neighborhood Council’s control, the meeting must be recessed
or adjourned.

Item No. (1) Donations to non-profits and other charitable organizations in the West Valley.
Discussion and possible action:
Motion that the $1000 in line item PHHC of the 2021-2022 Budget be used for an NPG for a non-profit organization whose focus is on outreach and/or providing supplies for individuals experiencing homelessness in Woodland Hills. Committee members will reach out to various local non-profits to request they provide a NPG for committee review and possible action at the next committee meeting.

Item No. (2) Supporting Homeless Stakeholders in Woodland Hills
Discussion:
How can the committee work with LAHSA, non-profits, the Council office and the City to locate food, housing and other services for the unhoused in Woodland Hills? Possible committee participation, in food drives, clothing drives, collection of hygiene products and volunteering to serve meals during the Holiday season. Possible outreach to the West Valley Food Pantry, local churches, the Chamber and Rotary clubs for collaboration on these efforts and other effortts. The committee members will provide suggestions at this meetings for possible approval at the next committee meeting.
Item No. (3) Eviction Moratorium
Discussion:
Some protections from LA County’s evicition moratorium have been extended into next year, but this will only slow the eviction process. The committee will work with the Outreach Committee to keep stakeholders informed of all state and local eviction updates and options available to residents of Woodland Hills. The committee will provide this information to the Outreach Committee in the form of a 200 word article with appropriate links, every two weeks, to be placed on the WHWCNC newsletter and NC social media. Item No. (4) Local Stakeholder Concerns about Homelessness in Woodland Hills
A committee member will review each location and submit a report and recommendation for each location at the next committee meeting.
