The Director’s Interpretation will memorialize an administrative\ninterpretation relative to the Sign Ordinance which permits the type of signage proposed\nwhich is identification signage located at the top/on the parapet of a mid-rise building\npermitted with a simple sign-off.\nThe representative will provide an update and new filing information at the Feb. 19th\nPLUM Meeting. Attending this event was Jon Mann\, Julian Tu\,\nHeath Kline\, Juliet Schwarz and Reina Cerros-McCaughey.\nJon/Heath: Can you please give review of the Congress of Neighborhoods to our Governance committee?\nDid anyone from our NC give you feed back? Was it well attended? What workshops were most important\nto attend\, who participated from our NC and in what workshops (if known)? Are there other workshops not\noffered that would have been helpful (that we can suggest be added at the Congress of Neighborhoods next\nyear)?\nItem (5) Continued discussion on attendance at Board Meetings\nDiscussion only: (10 minutes)\nPer the WHWCNC Bylaws\, Section 7: Absences (page 7)\nA Neighborhood Council Representative who fails to attend three (3) regularly scheduled Neighborhood\nCouncil Board Meetings in any twelve (12) month person may be removed as a Neighborhood Council\nRepresentative following attendance and participation review by the Governance Committee and a two-\nthirds vote of the Board present and voting. On April 8\, 2025\, the Resolution (Blumenfield – Hernandez) was introduced in support for AB 867 (Lee)\, which would prohibit the declawing of a cat unless a veterinarian performs the procedure for a medically necessary purpose that benefits the cat’s health. The Resolution states that cat declawing is a cruel and unethical surgical procedure that includes the amputation of the first knuckle of each cat’s toes\, resulting in lifelong disfigurement and pain. The Resolution further states that declawing is prohibited or considered unethical in several countries\, including Sweden\, Brazil\, Germany\, Switzerland\, the United Kingdom as well as in 15 counties and cities in the United States including New York and Los Angeles. \nThe Department of Animal Services is in support of AB 867. The WHWCNC also objects to the exemptions being considered in the \nMunicipal Lobbying Ordinance for 501(c)(3)s and 501(c)(5)s as these exemptions have been abused and used as an avenue for corrupt practices and activities. \n  \nIn May 2022\, the Ethics Commission recommended comprehensive updates to the \nMunicipal Lobbying Ordinance (MLO). See Council File No. 22-0560. The Ad Hoc Committee \non Government Reform held hearings on the Ethics Commission’s policy proposal in February \nand March of 2023. \nBut no further action was taken and the council file expired on March 17\, 2025. \nOn April 23\, 2025\, the members of the Ethics Commission voted to retransmit the previous 2022 recommendations. \nThe City Council is required to hold a public hearing on policy proposals that are transmitted by the Ethics Commission within 180 days. If a hearing is not held within that time period\, the City Clerk is required to schedule the policy proposal at the next regular City Council meeting.
