This is the current description on our website: \n  \nGovernance Committee \n\nCouncil Bylaws\nOperating Procedures\n– Standing Rules of the Council\n– NC Training Manual\nEthics and Rules\nElection Rules and Procedures\nGrievance and Official Action – LA Conflict of Interest Code\nYouth Board Member Information\n\nThis committee undertakes comprehensive evaluation of the organization’s Bylaws and Operating Procedures; to make them completer and more defined for the NC Board and all stakeholders. \n  \n \nProcess \nThe committee anticipates potential ethics questions so that future WHWCNC board members and stakeholders will have a sound and understandable framework for decisions. It clarifies the process and purpose of disciplinary measures such as grievances. It also defines what constitutes an “official action” by the WHWCNC board. \n \nUpdates and Training \nThe committee is also responsible for periodic updates and training of board members regarding the rules in which the NC is required to operate under. \n  \n  \nCompare this with the current description in the NC Board Application form: \n  \nGOVERNANCE COMMITTEE \nThe Committee reviews and resolves a wide variety of NC governance issues and concerns. Reviews the existing NC Bylaws\, Standing Rules\, Best Practices and recommends updates when necessary. Verifies applicant qualifications for vacant board seats. Reviews board member attendance and makes recommendations. The committee reviews and maintains updates of new rules and regulations that govern NCs as determined by EmpowerLA and the City. Makes \nrecommendations to EmpowerLA and the City as needed. \n  \nItem Four: Board Retreat \nDiscussion and action: \n  \nBoard Retreat discussion regarding the date and location and content. Continued from prior discussions at Governance. \n  \nRoll call vote if necessary. \n  \nItem Five: Bylaw Review \nDiscussion and action regarding review of Bylaws which were last amended on May 19\, 2022. Committee members will continue where we left off. \n  \nSee posted existing Bylaws. \n  \nRoll call vote. \n  \nADJOURNMENT. Confidential supporting documents will be shared with Officers. \n  \nRoll call vote. \n  \n  \n  \n  \n  \n  \n  \nItem Twelve: \nThe Governance Committee of the Woodland Hills – Warner Center Neighborhood Council moves to the Board a Resolution and Community Impact Statement regarding our Neighborhood Council’s decision to hold virtual meetings as authorized by California Senate Bill 411 (SB 411)\, which was approved by the City Council in Council File 23-1114. \nResolution \nWhereas\, the Woodland Hills – Warner Center Neighborhood Council has a long-standing commitment to engaging our community members transparently and accessibly; and\, \nWhereas\, the COVID-19 pandemic necessitated the transition to virtual meetings to protect public health\, leading to increased accessibility and participation by Angelenos in Neighborhood Council activities; and\, \nWhereas\, the expiration of State of Emergency modifications to the Brown Act resulted in a significant drop in participation from board members and community stakeholders\, disproportionately affecting disadvantaged communities; and\, \nWhereas\, Members of our Board have resigned due to the inability for various reasons to meet in person; and\, \nWhereas\, Board vacancies are more difficult to fill due to the requirement to meet in person; and\, \nWhereas\, California Senate Bill 411\, passed by the State Legislature\, allows Neighborhood Councils the option to conduct virtual meetings\, ensuring public participation during future emergencies or exceptional circumstances; and\, \nWhereas\, the City Council\, through the approval of Council File 23-1114\, endorses and supports Neighborhood Councils in making decisions regarding virtual meetings; and\, \n  \nWhereas SB 411 requires this Board to formally approve meeting virtually but must also physically meet annually at least once; and\, \nWhereas\, our local libraries and fire stations’ meeting rooms often have limited availability\, limit the use of audiovisual equipment\, have no or limited parking for public meetings and thereby are not conducive to effective committee or board meetings; and\, \nWhereas\, the City does not allow free use of private facilities; and\, \nWhereas\, private facilities are expensive to rent\, poorly equipped for public meetings\, and may lack ADA-approved facilities; and\, \nWhereas\, virtual meetings provide the opportunity to receive testimony from distant experts and officials\, enriching the quality of our discussions and decision-making; and\, \nWhereas\, Board Members and community members with senior care or parental duties may struggle to secure alternate care in the evenings\, limiting their participation and achieving a diversity of opinions; and\, \nWhereas\, Los Angeles is a vast city\, where Board Members and community stakeholders often face long commutes\, making it difficult for them to attend in-person meetings on time or at all; and\, \nWhereas\, dedicated board members and committee stakeholders may often travel for their day jobs\, preventing them from participating in person due to scheduling conflicts; and\, \nWhereas\, utilization of Virtual Meetings and Hybrid Virtual/Physical Meetings mitigates the above stated factors limiting community participation; and\, \n  \nWhereas\, the original intent of the Brown Act was to open meetings to the public for transparency not afforded by secret meetings and Virtual Meetings extend transparency beyond in-person meetings aby allowing more of the public to participate and observe; \nNow\, therefore\, it is resolved that the Woodland Hills – Warner Center Neighborhood Council\, under California Senate Bill 411 and Council File 23-1114\, authorizes the use of virtual and hybrid-virtual meetings as a valid and necessary means to conduct the council’s Board and Committee meetings. \nCommunity Impact Statement \nThe decision to implement virtual meetings will have several positive impacts on our community: \n\nEnhanced Accessibility: Virtual meetings will facilitate participation for residents\, including those with mobility issues or busy schedules.\nIncreased Engagement: Remote meetings will attract a wider and more diverse range of community members\, fostering richer and more inclusive discussions.\nSafety: Virtual meetings will protect our community members during health emergencies\, ensuring their safety while engaging in civic matters.\nImproved Facilities: Virtual meetings address limitations of public and private facilities\, including the lack of ADA-approved facilities and limited availability during convenient hours.\nAccess to Expertise: Virtual meetings enable access to testimony from distant experts and officials\, enhancing decision-making and informed choices.\nBoard Member Participation: Board members with day job commitments involving travel can fully participate\, strengthening our council.\n\nIn conclusion\, adopting virtual meetings aligns with our Neighborhood Council’s commitment to enhancing community engagement\, ensuring accessibility\, addressing facility limitations\, and accommodating the schedules of dedicated board members. SUMMARY:Share your thoughts about walking & driving at night to make our streets safer
DESCRIPTION:Toole Design will be holding up to six conversations with Los Angeles-area residents on Thursday and Friday (November 2-3) to learn about the behaviors and experiences of people walking and driving at night. This work is part of a study funded by the National Cooperative Highway Research Program (NCHRP) and will serve to educate transportation professionals across the country in making our streets safer for all users. \n  \nThey would love to learn about your experience! As a “thank you” for participating\, each participant will receive a $40 Visa gift card and (if they attend an in-person meeting) refreshments. This information is key to promoting transparency within the shelter system\,shining a light on what is currently an opaque placement process and clarifying distinctionsbetween different sites in the City and how they are filled. Knowledge of shelter availabilityalso promotes a more effective distribution of this vital\, life-saving resource. Such informationpertaining to:• Demographic information about the population(s) the site is able to serve;• Eligibility requirements for entry\, such as whether a site accepts walk-ins;• Whether services offered include assessment\, referrals\, housing matches\, residence withina particular catchment area\, etc.;• Number and percentage of beds that are occupied;• Number and percentage of beds that are offline\, and the reason(s) they are offline;• Number and percentage of beds that are available;• Number of individuals referred to the site; and• Number of intakes scheduled at the site for that day.Roll Call VoteDiscussion and possible action:Council File 23-0429 – Holistic Investment Strategy / Permanent and Interim Housing /Projected Number and Cost(Holistic\, definition: Emphasizing the importance of the whole and the interdependence of itsparts)In recent years\, the City of Los Angeles has pursued a variety of strategies in an effort toaddress homelessness\, including significantly increasing our shelter and housing capacity.These have included the passage of Proposition HHH in 2017 to fund 10\,000 units ofpermanent supportive housing (PSH)\, the “Roadmap” agreement the City and Countyreached in 2020 to bring online 6\,700 new beds\, including both PSH and interim housing\, andthe purchase of hundreds of units through the state funded Project Homekey. However\, thecurrent rate of investment in both permanent and interim housing still falls short of what isneeded for us to actually meet the needs of people experiencing homelessness on our citystreets. We ask that the City Council direct the Los Angeles Housing Department (LAHD) toreport back in 30 days regarding a holistic investment strategy to create the permanent andinterim housing needed to significantly reduce and ultimately end homelessness in the City ofLos Angeles. The plan should include:• Recommendations on the size of investment needed given the projected size of thepopulation of persons experiencing unsheltered homelessness in Los Angeles on a year byyear basis;• Recommendations on the housing typologies (permanent and interim) to target for \n\n\n\n\ninvestment;• Projection of the number of housing units generated by investment;• Projection of additional outside dollars the City will need to leverage; and• Identification of funding gaps.Roll Call VoteDiscussion and possible action:Council file 23-0426 – Affordable Housing / Multilingual Online System / Search andApplicationThe City of Los Angeles has increased its affordable housing supply in recent years\, themajority of which has been produced through incentive-based programs like the State DensityBonus and Transit Oriented Communities Incentive programs. Yet\, residents of Los Angeleswho qualify for affordable housing do not currently have a comprehensive and straightforwardmeans of finding and applying for this housing. On September 5\, 2016\, the City entered into asettlement agreement with the Independent Living Center of Southern California and otherplaintiffs to bring the City into compliance with accessibility requirements for affordablehousing. As a result of the settlement\, the City created the Accessible Housing Program(AcHP) to ensure that people with disabilities have an equal opportunity to rent\, use\, andenjoy affordable housing that has received financial or other assistance from the City of LosAngeles (City) or the Community Redevelopment Agency of the City of Los Angeles(CRA/LA). The Los Angeles Housing Department also launched its Affordable and AccessibleHousing Registry (Registry) in large part due to this settlement.The City Council instructs the Los Angeles Housing Department\, with support from any otherrelevant departments\, to report back within 45 days with recommendations and a proposedimplementation timeline for creating a comprehensive\, multilingual online system that wouldallow potential applicants to search for all available affordable housing in the City of LosAngeles and facilitate and simplify the ability of applicants to apply to such properties basedon their needs\, preferences\, and qualifications. The system should include all covenantedaffordable units\, including privately financed units created through incentive-based programs.The report recommendations should include funding\, personnel\, contracts\, and any otherresources needed to accomplish this work.Roll call voteDiscussion and possible action:Council File 23-0302 – Emergency Housing Vouchers (EHV) / Housing Authority of the City of LosAngeles / Housing Navigators / Case Managers / Extensions / Appeal ProcessThrough the American Rescue Plan Act\, the Housing Authority of the City of Los Angeles(HACLA) was allocated 3\,365 Emergency Housing Vouchers (EHV) to assist individuals andfamilies who are homeless or at risk of homelessness or fleeing domestic violence/humantrafficking with rental assistance.The EHV Dashboard (https://tinyurl.com/dashboardehv) provides updates on leasing\, issuanceand unit utilization on voucher awards and funding by Public Housing Authorities\, includingHACLA\, and as of March 15\, 2023\, 1\,388 EHV participants have leased a unit\, and there are2\,625 EHV participants with vouchers not yet leased. After September 30\, 2023 EHVs will not bere-issued\, and there is an urgency to assist individuals with EHVs with housing navigation andlease up.Housing navigators and housing case managers assisting EHV participants often are only able tocommunicate with HACLA case managers via email and when HACLA case managers change\,housing navigators/case managers assisting EHV participants have had to experience sendingdocuments multiple times to different HACLA case managers\, causing additional delays. Housing \n\n\n\n\nnavigators/case managers have experienced ambiguity and inconsistency in HACLA’s processrelated to appealing or correcting decisions made and for requesting EHV extensions.
