Currently the LAPD is down 280 officers and there is an increase of crime which ranks Woodland Hills at the top of the increased crime list. \nThese statistics merit the allocation of additional officers to the Topanga Division. \nThese statistics merit a pay increase in terms of hourly rate and / or overtime pay to police officers in the Topanga Division. \nWith such an increase in crime in a specific area\, must come an increase in a police presence to protect our community. \nThe time for solutions is now. The time for action must be now\, to prevent an increase of harm and crime to our citizens who count on the Topanga Division for protection. \nVery truly yours\, \nConcerned Citizens of Woodland Hills through its Neighborhood Council. \n  \nRoll call vote \n  \nPossible Presentation by Sean Dinse and/ or Topanga Division on current crime statistics. \n  \n\nMOTION FOR THE BOARD TO PARTICIPATE IN THE WHRC ANNUAL HALLOWEEN CARNIVAL AND VOTE FOR THE AMOUNT OF $50 FOR HALLOWEEN CANDY AND HAND OUTS\n\nThe Woodland Hills Recreation Center will be joined by Shadow Ranch Park in hosting its Annual Halloween Carnival on Saturday\, October 29\, 2022 from 1:00-5:00pm. They are expecting three to four hundred children and parents to participate in a fun and safe environment. They will provide game booths\, costume contests\, candy\, prizes\, music\, crafts at no cost to the community along with food items at a low cost to the patrons. There will also be a Silent Auction with the support of donations from our community members. All donors will receive recognition during the Halloween Carnival which will help offset the incurred expenses for our event and go to help develop even more recreational activities for our patrons. \n  \nA booth will consist of an activity and prizes for the children. We are welcome to market the Neighborhood Council as well. \n  \nRoll call vote. \n  \n\nMOTION TO AUTHOR THE FOLLOWING LETTER OF RECOMMENDATION REGARDING MOTORHOMES AND SAFETY ON THE STREETS.\n\n  \nTo Councilmen Blumenfield’s and Lee’s Office: \n  \nThe citizens of WHWCNC understand that solutions are needed for solving the motorhome issue in the City of Los Angeles but the current response is unrealistic.  Our Senior Lead Officers and Councilman’s Office are fielding most of the complaints regarding these motorhomes.  The problem isn’t just           abandoned motorhomes\, it’s the motorhome’s inhabitants engaged in hoarding\, populating trash\, narcotic use/sales\,  criminal activity and public health issues.  Sadly\, many  of the people  living in their motorhomes are drug addicts\, mentally ill or choose to be there and any enforcement/police contact is just pushing these individuals down the road.  We’re not solving the problem by addressing the abandoned motorhomes.   Our officers are being inundated with community complaints about the occupied motorhomes with no real solutions. \n  \nThere has to be something to hold persons occupying  motorhomes\, on city streets\, accountable for their nuisance/criminal behaviors. One way to control this problem is by issuing free permits  in order to assist with tracking the registered owner of the motorhome and/or person claiming ownership.  When a person obtains the permit\, there are a set of regulations they need to abide by or have their permit revoked if they violate the conditions of the permit three times. If they continue to violate the conditions of the permit once it’s been revoked\, the motorhome will be eventually impounded. These are public safety and health issues that need to be articulated and currently\,  Parking Enforcement does not have the answers for addressing the safety/nuisance concerns.  Police need to articulate the public safety and health concerns but need assistance. \n  \nThe WHWCNC suggests the following conditions to be included in the permit rules to allow a person to safely occupy a motorhome on city streets: \n  \n-Keep the area clean in and around the motorhome. \n-Do not block any portion of the sidewalks and/or store items on the public street. \n-Move every 7 2 hours. \n-Park in only commercial areas\, not residential area. \n-Do not dump grey/black water onto a public street. \n-Do not urinate/defecate on private property or public street/sidewalk. \n-Do not store or leave Propane tanks and/or gas on the sidewalk or street. \n-Do not engage in use and/or sales  of dangerous narcotics. \n-Not Possess dangerous weapons \n-Do not interfere with surrounding businesses\, including trespassing. Do not block driveways and entrances to businesses -Do not park in public parks\, libraries and/or in proximity to schools. \n-Do not engage in any criminal activity. \n-The motorhome should be currently registered and/or in the process of being registered. \n  \nThe City of Simi Valley has the following Motorhome Permit Process established and it would be wise for the City of LA to adopt a version of it so we can say that the person was advised of the conditions of the permit and if they violate it\, there are repercussions. \nhttps://www.simivalley.org/departments/police-department/divisions/operations-division/traffic-bureau/oversize-vehicle-permit \n  \nPlease consider this recommendation and help the citywide issue of motorhomes in our communities. \n  \nRoll call vote \n  \n\nEND OF YEAR HOLIDAY IDEAS.\n\nDiscussion for possible action.
