Instructions on how to sign up for public comment will be given to listeners at the start of the meeting. When calling-in telephonically\, the public is requested to dial *9\, when prompted by the presiding officer\, to address the Board on any agenda item before the Board takes an action on an item.  Zoom users should use the “raise hand” feature. \nAB 361 Updates: Public comment cannot be required to be submitted in advance of the meeting\, only real-time \npublic comment is required. If there are any broadcasting interruptions that prevent the public from observing or hearing the meeting\, the meeting must be recessed or adjourned. Presentation by the Youth Council of Los Angeles. (20 Minutes & 5 Minutes Q&A) \n7. Presentation by Andrew Wordin\, Battalion Chief of Los Angeles Fire Department (LADF). Andrew will cover Preparing for Wildfire which includes Ready\, Set\, Go and Firewise preparing your home for wildfire.(30 Minutes Presentation). \n8. Presentation by PTO President of Taft Charter High Schools regarding concerns 818 and extended hotels. (Up to 10 Minutes) \n9. Update on the school certificate of Recognition. Let us decide a time to drop to hand out the certificates to the school. (Education Chair – Mihran Kalaydjian) \n10. Discussion and possible action on Proposition 28 that will be on the November ballot. California Proposition 28 -Art and Music K-12 Education funding Initiative that would require a minimum 1% of the total state and local revenues that are received under Proposition 98 to fund art and music programs. Discussion and possible action to Move that the education committee WHNC reach out to our schools in obtaining information as to how our committee can be of service to the schools. Recognizing the financial limitations of our Council\, we can meet with the school leaders and establish communication/team effort for the upcoming school year. COUNCIL FILE 22–0392: Metropolitan Transportation Authority — Digital Offsite Signs\nContinued discussion with possible action regarding WHWCNC Board’s position on an ordinance to allow digital off-site signs (BILLBOARDS) to be displayed on structures that are part of the Transportation Communication Network Program between the City and the Los Angeles County Metropolitan Transportation Authority. \n6. COUNCIL FILE 22–0736 (Related CF 20–1044\, CF–1045): Land Use Reform\,  Increased Transparency\, Policies and Procedures\, High Value Projects\nContinued discussion with possible action regarding ordinances modifying City Code. On August 19\, 2020\, the City Council introduced three Motions aimed at reforming the land use approval process and outcomes in response to concerns over corruption and undue influence in the legislative process. Generally\, the Motions aim to explore updating zoning throughout the City\, the pathway for approval of high-value projects and increased transparency in the approval process of projects. \nPrevious WHWCNC CIS on CF–1044 \n7. COUNCIL FILE 20–1536: Sidewalk and Transit Amenities Program [STAP]\nContinued discussion with possible action regarding WHWCNC Board’s position on the implementation of STAP. The program replaces the contract in the current/past Coordinated Street Furniture Program. Under the new contract\, STAP with the new ordinance potentially allows hundreds to thousands of digital advertising signs on street furniture at transit stops. The proposed ordinance redefines what off-site signage is allowed in the public right-of-way. \n8.
