Items for discussion and possible vote: Approval of minutes of minutes: May 2021 if available.\n7. Items for discussion and possible vote: Public Hand Washing Station removal\, Lisa Meyer. Removal of Hand Washing Station Located at 101 Freeway and Winnetka. Should The Education Committee of the Woodland Hills-Warner Center Neighborhood Council approve a letter of recommendation to remove the hand washing station currently located at the Winnetka Blvd Underpass\, at the Winnetka exit off the northbound 101 freeway. The hand washing station was installed during the height of the COVID 19 Pandemic\, in June of 2020. The handwashing station is no longer needed due to the high rate of Covid 19 Vaccination in Los Angeles County\, 42% residents age 16 and over have been fully vaccinated. And positivity rates are now below 1%\, the lowest rate in the country and the lowest it’s been since March 2020.\nThe hand washing station is in the Third District; Councilman Bob Bluefield is the elected representative. LAHSA (Los Angeles Homeless Services Authority) recently rehoused 33 residents in November 2020. The prior public hand washing station was removed when the 33 homeless residents were rehoused.\nThis new hand washing station was installed on or about the week of May 24\, 2021. Once school resumes in-person learning on August 16\, 2021\, school students will be traveling by foot through the underpass using the public sidewalks to get to and from Taft High School. Students will be using the public transportation bus stop located in the same area. Public School students and local residents have a reasonable expectation of safe passage through the underpass; students should be protected from all possible safety hazards while on their way to Taft High School. THEREFORE\, BE IT RESOLVED THAT WHWCNC ED Committee supports removal of the public hand washing station. FURTHERMORE\, BE IT RESOLVED the WHWCNC Education Committee strongly believes The Neighborhood Safe Passage Program is a vital component of the local Neighborhood\, and it benefits both Taft students\, school staff\, and the local community. WHWCNC supports the Neighborhood School Safety Program (NSSP) from The Office of the Los Angeles City Attorney. The NSSP program facilitates comprehensive crime reduction strategies that promote a crime free\, and safe environment in the neighborhoods surrounding schools and the routes students travel to and from school. The Safe Passage Program is a centerpiece of the NSSP program. At its core\, the Safe Passage program is committed to sustaining safety for children as they walk to and from\nWHWCNC Education Committee June 1-2021\nPage 4 of 5\nschool. FURTHERMORE\, BE IT RESOLVED WHWCNC Education Committee supports PESA (Parents\, Educators/Teachers & Students in Action) funds and administers this program for the Office of the Los Angeles City Attorney. WHWCNC supports PESA’s collaboration with the following entities in administering The Safe Passage Program: Office of the Los Angeles City Attorney\, Parents and Community Leaders\, Los Angeles Unified School District (LAUSD)\, District 4 Board Member\, Nick Melvoin. Center Neighborhood Council (WHWCNC) \n  \nRe: Council File 21-0063 City-Owned Properties / Unused / Underutilized / Homeless Housing \n  \nMotion for the board of the Woodland Hills-Warner Center Neighborhood Council to SUPPORT Council File 21-0063\, which directs all city departments that own land to provide reports on the \nunderutilization of that land and the feasibility of using them for temporary or permanent homeless housing and directs the Department of General Services to evaluate leases to outside entities to determine if they can be modified for the purposes of using said land to homeless individuals and families. \n  \nWHEREAS\, the city of Los Angeles owns more than 470 sq. miles of land\, which is primarily “utilized for libraries\, parks\, police stations\, and fire stations.” \n  \nWHEREAS\, by the Los Angeles City Council’s own admission\, “The City” owns a “sizable amount of land [that is] unused or underutilized.” \n  \nWHEREAS\, the waitlist for federal housing vouchers is over a decade long with many of those vouchers expire before they can be used due individuals NOT being able to find landlords willing to accept such vouchers. \n  \nWHEREAS\, over 500K evictions in Los Angeles County between 2010-2018\, contributed to the increase in individuals and families becoming homeless. \n  \nWHEREAS\, Los Angeles is third nationwide in terms of housing not being affordability\, with housed individuals spending more than 30% of their monthly income on housing\, which places them in jeopardy of becoming homeless were they to experience a strain in their monthly income from unforeseen familial events. \n  \nTHEREFORE\, IT IS HEREBY RESOLVED that the Woodland Hills-Warner Center Homelessness Committee recommends that the Board of Woodland Hills-Warner Center Neighborhood Council supports Council File 21-0063. \n  \nReferences: click on links \n  \nhttps://laist.com/news/section-8-waiting-list \n
