The Brahma Pantry provides valuable services and support to help students fill gaps in their basic needs\, such as housing\, food\, childcare\, health care\, and educational costs. Meeting food costs was difficult for many students before the pandemic and has become increasingly difficult because of employment loss and the looming threat of evictions. The committee’s fact-finding activities include several conversations between committee member Gina Thornburg and the pantry manager\, as well as a visit to the pantry; a tour of the pantry last fall by three committee members; research on the plight of California community college students by committee member Dan Chernow; and a Q&A with the pantry manager\, D’arcy Corwin\, at the August 2020 Education Committee meeting. Therefore\, the Education Committee finds that: \nWHEREAS a recent research article in Ed Source (https://edsource.org/2020/community-colleges-struggle-with-students-food-needs-as-pandemic-increases-demand/634155) reports that out of 46 responses to an EdSource survey of the 115 community colleges in California\, all 46 have campus food pantries\, with 26 continuing to distribute food despite campus closures. There are no walls or partitions separating seating areas; and\,\nThe property does not abut an A or R zone nor and A or R zone across the alley; and\,\nOutdoor food and beverage service shall be limited to seated patrons; and\,\nThere shall be no live entertainment\, karaoke\, or disc jockeys on the premises; and\,\nThere shall be no television monitors\, screens\, music or speakers in any outdoor area; and\,\nEntertainment in conjunction with the restaurant is limited to indoor ambient music to complement the dining experience\, and is limited to background music at a low volume that is not audible outside of the building; and\,\nAny music\, sound or noise under control of the restaurant will not violate Sections 112.06 or 116.01 of the Los Angeles Municipal Code (citywide noise regulations).\nNo more than 50% of the entire restaurant will be closed to the public for private events; and\,\nAll portions of the restaurant used for private events are subject to all these provisions and hours of operation stated herein; and\,\nA telephone number and an email address shall be provided for complaints or concerns regarding the operation of the restaurant. The phone number and email address shall be posted on a sign at least 8.5 × 11 inches in size\, which shall be updated to reflect any changes\, at the entry visible to pedestrians and in the reception area; and\,\nComplaints shall be responded to within 24 hours by the restaurant. The restaurant shall maintain a log of all calls and emails\, detailing the date the complaint was received\, the nature of the complaint\, and the manner in which the complaint was resolved. This log shall be made available to the Department of City Planning upon request. Within the restaurant\, the interior shall be adequately illuminated so as to make discernible all objects and persons\, or have a minimum average surface illumination of 2.0 foot-candles (21.5 lx); and\,\nAll exterior portions of the site shall be adequately illuminated in the evening so as to make discernible the faces and clothing of persons utilizing the space\, or have a minimum average surface illumination of 0.2 foot-candles (2.15 lx). Lighting shall be directed onto the site without being disruptive to persons on adjacent properties; and\,\nA camera surveillance system shall be installed and in operation at all times to monitor the interior\, entrance\, exits and exterior areas\, in front of and around the premises. Recordings shall be maintained for a minimum period of 30 days and are intended for use by the Los Angeles Police Department; and\,\nThe restaurant shall be responsible for maintaining the premises and adjoining rights-of- way free of debris and litter; and\,\nThe restaurant shall be responsible for monitoring both patron and employee conduct on the premises and within the parking areas under its control to prevent behavior that adversely affects or detracts from the quality of life for adjoining residents\, property owners\, and businesses.\nThe restaurant shall take all reasonable steps to ensure the conditions and activities on the premises and within the parking areas under its control do not adversely affect or detract from the quality of life for adjoining properties\, property owners\, and businesses; and\nWithin 24 hours of its occurrence\, all graffiti on the property under the restaurant’s control shall be removed or painted over to match the color of the surface to which it is applied; and\,\nAll trash and recycling bins under control of the restaurant shall be kept closed and locked at all times when they are not in use\, and shall be maintained such that they do not overflow; and\,\nLoitering is prohibited on all areas under the control of the restaurant. A “No Loitering or Public Drinking” sign that is a minimum of 4 × 6 inches shall be posted outside next to every exit; and\,\nAn electronic age verification device shall be retained on the premises available for use during operational hours. This device shall be maintained in operational condition and all employees shall be instructed in its use; and\,\nThe restaurant shall comply with California Labor Code 6404.5 which prohibits the smoking of tobacco or any non-tobacco substance\, including from electronic smoking devices or hookah pipes\, within any enclosed place of employment; and\,\nA minimum of one on-duty manager with authority over the activities within the restaurant shall be on the premises at all times that the restaurant is open for business. The on-duty manager’s responsibilities shall include the monitoring of the premises to ensure compliance with all applicable State laws\, Municipal Code requirements and the conditions imposed by the Department of Alcoholic Beverage Control (ABC). The restaurant shall be responsible for discouraging illegal and criminal activity on the subject premises and any exterior area under its control; and\,\nWithin the first six months of operation or the administrative clearance\, all employees involved with the sale of alcohol shall enroll in the Los Angeles Police Department “Standardized Training for Alcohol Retailers” (STAR) or Department of Alcoholic Beverage Control “Licensee Education on Alcohol and Drugs” (LEAD) training program or the Responsible Beverage Service (RBS) Training Program. Upon completion of such training\, the restaurant shall request the Police Department or Department of Alcohol Beverage Control to issue a letter identifying which employees completed the training. Your constituents are becoming increasingly concerned about the state of the street\, which is not only ugly\, but also hazardous to both pedestrians\, traffic and a veritable safety landmine at night. \nThe President of the board\, Joyce Fletcher discussed the resolution with Michael Owens\, who informed Ms. Fletcher that the  restaurant on the corner (The Villa)  has placed a hold on street repair because they are renovating their building. Does The Villa trump the constituents? Control the repair of a hazardous street? City Planning has kept the hold in place for many years. The restaurant renovation has been endless but should not effect the street or the sidewalk which is getting worse as a result of dereliction. \nAs a backdrop\, the area of concern is outside a normally high traffic area\, the Woodland Hills Library.  As such\, pedestrians of all ages walk the area in all sorts of lighting and weather conditions.  While the surrounding streets have been debrided and repaved\, this high traffic area seems to have been forgotten. We wondered if this was because of some error in mapping and its omission on the Bureau of Street Services? We are aware that there are some missing streets that your office has been diligently trying to locate and suggest that this may be one of the sought after escapees. \nRegardless of why this street has been ignored\, the grim fact is that it remains not only an aesthetic eyesore but a potentially a huge “sore” for anyone whose foot gets stuck in the uneven street\, or a car is damaged by multiple pot holes.  Everyone is aware of the toll badly paved roads takes on our vehicles in terms of repairs. But in an area with high pedestrian traffic\, the fear is heightened by the worry that one of the elderly residents will not be able to safely navigate such a rocky road while in route to our beloved library\, and fall and sue the City. This somber scenario is totally preventable by debridement and repaving. \nThe WCWHNC advocates for our residents. You are our champion in the process. Meeting food costs was difficult for many students before the pandemic and has become increasingly difficult because of employment loss and the looming threat of evictions. The committee’s fact-finding activities include several conversations between committee member Gina Thornburg and the pantry manager\, as well as a visit to the pantry; a tour of the pantry last fall by three committee members; research on the plight of California community college students by committee member Dan Chernow; and a Q&A with the pantry manager\, D’arcy Corwin\, at the August 2020 Education Committee meeting. Therefore\, the Education Committee finds that: \nWHEREAS a recent research article in Ed Source (https://edsource.org/2020/community-colleges-struggle-with-students-food-needs-as-pandemic-increases-demand/634155) reports that out of 46 responses to an EdSource survey of the 115 community colleges in California\, all 46 have campus food pantries\, with 26 continuing to distribute food despite campus closures. Artificial turf and easier entrance from the parking lot. \n  \nMost buildings will get updates plumbing\, electrical\, accessibility\, and air conditioning\, as well as technology upgrades. Being done after the football field due to the extensive storm water work to be done. Also\, only two contractors allowed on project at one time. \n  \nAn environmental impact was done for 20 checkpoints and only two necessitated “less than significant impact with mitigation” ratings. She urged other members of the WHWCNC Board of Directors to voice their support of this. \nDan Chernow voiced his support\, commenting that the public should be able to see WHWCNC Board Members during the meetings. \nDouglas Marriott also voiced his support for the public being able to see WHWCNC Boar Member faces at the meetings. \nGina Thornburg stated that DONE directives regarding Neighborhood Council Board virtual meetings are advisory and not “rules.” Neighborhood Council Board Members’ faces should be seen by stakeholders as some members of the public have hearing issues. Stakeholders need to be able to match Board Member comments with Board Member faces. She said that she has raised the issue with DONE without response. \nCOMMITTEE AGENDA ITEMS: \n\nItems for discussion and possible vote:\n\nItem No. (1) Review of Committee FY 2020 Projects interrupted as a result of cessation of Neighborhood Council Meetings due the Coronavirus \n\n“Meet the Principals” Outreach Program\n\nDan Chernow reported that meeting invitations to the Principals have been put on hold until we know how the schools will open in the fall. LAUSD will not make an announcement on this before the end of June. The Committee discussed whether to continue the program in FY 2021 as the current fiscal year\, FY20\, ends on 30 June. Support for continuation of the program was voiced by all Committee members. \n\nPierce College Brahma Pantry Support\n\nGina Thornburg reported that she had spoken with program administrator\, D’Arcy Corwin\, in April. The pantry is still providing students with food support but is experiencing difficulties as donations from local supermarkets have stopped. She suggested that the Committee should look to providing support via a food drive or an NPG in FY 2021 as the pantry is still feeding students and there may be a 2nd wave to the current pandemic. Doug Marriott voiced support for the program. \n\nLAUSD Hygiene Project\n\nDoug Marriott reported that an NPG application for the project had been sent to Sisters on the Street before the pandemic shutdown occurred. Contact needs to be re-established. Gina Thornburg stated that follow up with Matthew Meyers of Taft was interrupted by the pandemic. She also expressed concern about keeping the program targeted at Woodland Hills high schools and middle schools as Sisters of the Street serviced the entire San Fernando Valley. Bill Anderson observed that this issue could be resolved by ensuring that the language in any NPG application be such that the use of the NPG would be for Woodland Hills schools only. \n\nWest Valley Occupational Center HiSet Program\n\nBill Anderson reported that the NPG application form given to WVOCHS Principal Monica Balbuena was not processed due to cessation of both Committee and WHWCNC Board meetings in March. As result\, no vote on the application could be done by either body in time to meet Los Angeles City funding deadlines. Sponsoring membership in local troops was discussed along with helping with uniforms; NPG donations; funds for community services activities. \nA sub-committee Chaired by John Sandy Campbell and including Ginny Sand and Bill Anderson was created to research potential projects with both sets of scouts. \nAction Item: The Scouts Sub-Committee will get discuss how to proceed and obtain \ninformation from both the Girl Scouts and the Boy Scouts regarding possible projects. \n\nPossible Job Fair Panel Event\n\nPer a suggestion by John Sandy Campbell\, the Committee discussed developing a possible annual event that would feature a panel discussion by people in various professions who graduated from high schools in Woodland Hills. The panelists would be in mid-career and provide local students with insights into these careers and how they developed their career path. The event could be live or for the time being an online event. Development of the event could include various scenarios including a possible awards ceremony for student community service. An entrepreneurship discussion could be part of a larger event or a separate offering. \nThe event could take place in May 2021 but would need planning to start now. \nAction Item: The Committee will individually consider ideas for this event for a continued discussion at its next meeting. \n\nDiscussion of Possible Committee Planning Time Line\n\nThe Committee discussed the yearly budget process.
