Discussion and possible action related to neighborhood issues and concerns.\nCasalena and request for no parking signs on neighborhood streets.\nUpdate on Warner Center Park upgrades.\nRequest for May 14th Board Meeting – (30) minute Presentation and Q & A by Councilmember Bob Blumenfield on local issues In Woodland Hills.\n\n  \n\n   Discussion and possible action related to stakeholder participation at WHWCNC Board meetings and\n\nassurance that board meetings are conducted in a manner that best serves the needs of the community \nand all stakeholders attending WHWCNC meetings. \n  \n\nCommittee request to the WHWCNC Governance Committee and EmpowerLa to define for the Board\n\nat the May 14th Board Meeting when and if Roberts Rules of Order can override WHWCNC Bylaws\, Standing Rules and Best Practices and override a Board Meeting Agenda as written or a committee agenda as written and publicly posted. \nRequest the Governance Committee for the May 14th Board meeting submit a clarifying Standing Rule to be voted on by the board and implemented. \n  \n\nAs the Standing Rules Ad hoc Committee has never met\, a committee request to the Governance\n\nCommittee that the current revised Standing Rules 2022 be submitted by the Governance Committee to \nthe board on May 14th to be immediately approved. The Resolution states that cat declawing is a cruel and unethical surgical procedure that includes the amputation of the first knuckle of each cat’s toes\, resulting in lifelong disfigurement and pain. So there will be no “official” cleanup this weekend. Looks like our effort to beautify Woodland Hills is starting to affect others!\n\n\n \n\n\nHowever\, if interested in removing graffiti in our West Valley\, the WV Chamber of Commerce will be at 5445 Balboa Blvd\, in Encino\, just south of the 101 Fwy. This is a painting project\, so please dress appropriately. 8am-10am

On April 8\, 2025\, the Resolution (Blumenfield – Hernandez) was introduced in support for AB 867 (Lee)\, which would prohibit the declawing of a cat unless a veterinarian performs the procedure for a medically necessary purpose that benefits the cat’s health. The Resolution states that cat declawing is a cruel and unethical surgical procedure that includes the amputation of the first knuckle of each cat’s toes\, resulting in lifelong disfigurement and pain. The Resolution further states that declawing is prohibited or considered unethical in several countries\, including Sweden\, Brazil\, Germany\, Switzerland\, the United Kingdom as well as in 15 counties and cities in the United States including New York and Los Angeles. \nThe Department of Animal Services is in support of AB 867. The WHWCNC also objects to the exemptions being considered in the \nMunicipal Lobbying Ordinance for 501(c)(3)s and 501(c)(5)s as these exemptions have been abused and used as an avenue for corrupt practices and activities. \n  \nIn May 2022\, the Ethics Commission recommended comprehensive updates to the \nMunicipal Lobbying Ordinance (MLO). See Council File No. 22-0560. The Ad Hoc Committee \non Government Reform held hearings on the Ethics Commission’s policy proposal in February \nand March of 2023. \nBut no further action was taken and the council file expired on March 17\, 2025. \nOn April 23\, 2025\, the members of the Ethics Commission voted to retransmit the previous 2022 recommendations. \nThe City Council is required to hold a public hearing on policy proposals that are transmitted by the Ethics Commission within 180 days. If a hearing is not held within that time period\, the City Clerk is required to schedule the policy proposal at the next regular City Council meeting.
