Rams Village at Warner Center.\nParking at 6100 Oxnard Street. \n  \n\nDiscussion for Community Services to support the WHWCNC Arts and Culture Committee\n\nBooth at the Dia de los Muertos family festival on Sunday\, November 02\, 2025 \n            10:00am – 5:00pm \nhttps://www.mainstreetcanogapark.la/history. \n  \n\nDiscussion for the committee to help staff the booth at the Woodland Hills Rec & Park\n\nCenter Halloween event on Saturday Oct 25th (10am-2pm). \n  \n\nMotion to approve funding for $500 from the 2025/2026 WHWCNC Budget for a booth\n\nat the Motor4Toys Charity Car Show 2025 – Sunday December 7\, 2025 from 6:30am to 12:00pm \nat Pierce College in Woodland Hills. All proceeds from the event will be used to purchase toys \nfor needy children. All toys collected at the event will be distributed to needy children. \n  \n\nDiscussion. Information from Last Year’s festival/2024\n\nAnnual Valley Asian Pacific Islander Cultural Festival \nWest Hills Warner Center Chamber of Commerce Asian Fair – In May 2024\, from 11AM-5 PM\,  \n            we will be presenting the 4th Annual Asian Cultural Festival.  \n            Exhibitor: (Discounted rate up until April 14th with receipt of completed application and payment.  \n                On or after April 15th $250.) \n            $150 To Exhibit. $250 on April 15 or later. Permit and Equipment fees may apply. \n  \n\nFurther discussion of unfinished business with a list to review previously approved Community Service Committee action items with a schedule for completion.  List will be provided at the meeting.\n\n  \n\nDiscussion related to securing a historical designation for the American Legion Hall as it was              once a horse stable and then a makeup room at the Warner Brothers Studio in Woodland Hills.\n\nIn 1951 the building was personally donated by Harry Warner and moved to its current location. \nDiscussion includes a NPG for American Legion Hall with previously approved $500 funding \nfor a project. No actions of a\ncommittee may supersede the actions of a Board Meeting”.\nRoll Call Vote\n4\nItem (4) Discussion of Congress of Neighborhoods on September 27\, 2025\nDiscussion only: (10 minutes)\nThe 2025 Congress of Neighborhoods was held at LA City Hall on September 27\, 2025. The\nannual Congress of Neighborhoods is one of the best ways to get to know our city\, how it works\, gain\nconnections and learn more about a variety of subjects. Attending this event was Jon Mann\, Julian Tu\,\nHeath Kline\, Juliet Schwarz and Reina Cerros-McCaughey.\nJon/Heath: Can you please give review of the Congress of Neighborhoods to our Governance committee?\nDid anyone from our NC give you feed back? Was it well attended? What workshops were most important\nto attend\, who participated from our NC and in what workshops (if known)? Are there other workshops not\noffered that would have been helpful (that we can suggest be added at the Congress of Neighborhoods next\nyear)?\nItem (5) Continued discussion on attendance at Board Meetings\nDiscussion only: (10 minutes)\nPer the WHWCNC Bylaws\, Section 7: Absences (page 7)\nA Neighborhood Council Representative who fails to attend three (3) regularly scheduled Neighborhood\nCouncil Board Meetings in any twelve (12) month person may be removed as a Neighborhood Council\nRepresentative following attendance and participation review by the Governance Committee and a two-\nthirds vote of the Board present and voting. The President of the Board will notify the representative their\nremoval via email notice to the representative’s last known email address on record.\nDiscussion by the Governance Committee concerning Neighborhood Council Representatives who have\nbeen absent and/or who have left the board meeting(s) early. It is important to remain until the end of the\nboard meeting in order to maintain the meeting quorum.\nExample: after leaving three (3) meetings early\, could be considered one (1) attendance absence.\nUpdate of Bylaws and/or Standing Rules for possible consequences should be discussed.\nNOTE: The Bylaws do not specifically state “special” meetings do not count against you\, only “regularly\nscheduled” NC board meetings. This should be adjusted in the Bylaws to refer to “all board meetings”. We\nhave until 3-31-26 to submit revise the Bylaws.\nSee attached document of the internal report of the Rolling 12 Month Attendance\, Nov’24-Oct’25.\nItem (6) Discussion on training needed on video recording equipment for our board meetings\nDiscussion only: (5 minutes)\nThe recording at our previous Oct 4th Board meeting was missing sound after 40 minutes. Need to discuss\nwhat possibly caused this and how to make sure the full meeting recordings are complete. Is there training\non the equipment that we can get from either Dean Mathews and/or Michelle Delgado to help run the\nequipment?\n5\nItem (7) Discussion on putting together a notebook for each board member of the Bylaws\, Standing\nRules\, Code of Conduct\, and EmpowerLA updates\nDiscussion and possible action: (5 minutes)\nWe should put together a notebook that contains the current Bylaws\, Standing Rules\, Code of Conduct and\nEmpowerLA manual\, that can be distributed to NC board members.
