Twenty-one say their food pantries have seen an increase of applications for food and/or an increase in the amount of food being requested; and\, \nWhereas Pierce Community College is the sole Community College in the geographical area of the Woodland Hills Neighborhood Council; and\, \nWhereas the WHWCNC Education Committee has explored and determined the need for donations to address elements of many student’s food insecurity issues at the College; \nBe it resolved that the WHWCNC Education Committee requests the full WHWCN to do the following: \n\nRequest that Councilmember Bob Blumenfield contribute $10\,000 to the Pierce Community College food bank from his officeholders account.\nThe Neighborhood Council donate $5\,000 to the Pierce Community College food bank from its operating account.\nThe Council promote an online fundraising campaign among residents within its geographical boundary to support the Pierce Community College food bank.\n\n Item No. (3):  LAUSD Hygiene Project \n Item No. (4):  West Valley Occupational Center HiSet Program \n  Item No. (5): Discussion of Possible Project with Girl Scouts and / or Boy Scouts \n\nReport of Scouts Sub-Committee\nDiscussion\n\nItem No. (6):  Discussion of Possible Jobs Fair Project \n Item No. (7):  Discussion FY 2021 Budget / Timeline \n\nPossible New Budgeting Time Line – Paul Lawler\nDiscussion\n\n Item No. (8):  Discussion Committee Administrative Item – Possible New Committee Members \n Item No. (9):  Discussion Committee Administrative Item – Committee Organization \n\nDiscussion of Working with Foundations\nDiscussion of using “Team Work” Application\nOther\n\nItem No. (10):  New Business \nAdjournment of meeting: \n*RECONSIDERATION AND GRIEVANCE PROCESS – For information on the WHWCNC process for board action reconsideration\, stakeholder grievance policy\, or any other procedural matters related to this Council\, please consult the WHWCNC Bylaws. The Bylaws are available at our Board meetings and our website at www.whcouncil.org \nMINUTES – EDUCATION COMMITTEE MEETING \nTuesday\, June 2\, 2020 – 6:30 – 7:50 pm \nVIRTUAL MEETING BY TELECONFERENCE \nVIRTUAL MEETING TELECONFERENCING and PHONE NUMBER FOR PUBLIC PARTICIPATION \n\nCall to order – 6:32 p.m. by Chairman\, Bill Anderson\nPledge of Allegiance – led by Bill Anderson.\nRoll Call – by Chairman\, Bill Anderson\n\nPresent: Bill Anderson\, John Sandy Campbell\, Dan Chernow\, Paul Lawler\, Douglas Marriott\, \nGinny Sand\, Gina Thornburg\, PhD. \nQUORUM of 7 at 6:36 p.m. \n\nApproval of Minutes: Education Committee Meeting – December 3\, 2019\n\nMotion to accept the minutes by: Paul Lawler; Second by: Gina Thornburg. \nVote – Yes: 5   No: 0   Abstain: 2 \n\nPublic Announcements: There were no public announcements.\nPublic Comment:\n\nJohn Sandy Campbell commented that the WHWCNC Board of Directors virtual Board meetings should employ appropriate online meeting technology so that the public can see the individual Board member faces and thus connect with them. She urged other members of the WHWCNC Board of Directors to voice their support of this. \nDan Chernow voiced his support\, commenting that the public should be able to see WHWCNC Board Members during the meetings. \nDouglas Marriott also voiced his support for the public being able to see WHWCNC Boar Member faces at the meetings. \nGina Thornburg stated that DONE directives regarding Neighborhood Council Board virtual meetings are advisory and not “rules.” Neighborhood Council Board Members’ faces should be seen by stakeholders as some members of the public have hearing issues. Stakeholders need to be able to match Board Member comments with Board Member faces. She said that she has raised the issue with DONE without response. \nCOMMITTEE AGENDA ITEMS: \n\nItems for discussion and possible vote:\n\nItem No. (1) Review of Committee FY 2020 Projects interrupted as a result of cessation of Neighborhood Council Meetings due the Coronavirus \n\n“Meet the Principals” Outreach Program\n\nDan Chernow reported that meeting invitations to the Principals have been put on hold until we know how the schools will open in the fall. LAUSD will not make an announcement on this before the end of June. The Committee discussed whether to continue the program in FY 2021 as the current fiscal year\, FY20\, ends on 30 June. Support for continuation of the program was voiced by all Committee members. \n\nPierce College Brahma Pantry Support\n\nGina Thornburg reported that she had spoken with program administrator\, D’Arcy Corwin\, in April. The pantry is still providing students with food support but is experiencing difficulties as donations from local supermarkets have stopped. She suggested that the Committee should look to providing support via a food drive or an NPG in FY 2021 as the pantry is still feeding students and there may be a 2nd wave to the current pandemic. Doug Marriott voiced support for the program. \n\nLAUSD Hygiene Project\n\nDoug Marriott reported that an NPG application for the project had been sent to Sisters on the Street before the pandemic shutdown occurred. Contact needs to be re-established. Gina Thornburg stated that follow up with Matthew Meyers of Taft was interrupted by the pandemic. She also expressed concern about keeping the program targeted at Woodland Hills high schools and middle schools as Sisters of the Street serviced the entire San Fernando Valley. Bill Anderson observed that this issue could be resolved by ensuring that the language in any NPG application be such that the use of the NPG would be for Woodland Hills schools only. \n\nWest Valley Occupational Center HiSet Program\n\nBill Anderson reported that the NPG application form given to WVOCHS Principal Monica Balbuena was not processed due to cessation of both Committee and WHWCNC Board meetings in March. As result\, no vote on the application could be done by either body in time to meet Los Angeles City funding deadlines. The Committee voiced support for picking up the program in the new fiscal year\, having the WVOCHS Principal submit a new NPG. \nMotion for the WHWCNC Education Committee to continue our work in the remainder of this fiscal year (2020) and in the next fiscal year (2021) on the projects included in Item No. (1)\, namely\, “Meet the Principals” Outreach Program; Pierce College Brahma Pantry Support; LAUSD Hygiene Project; West Valley Occupational Center HiSet Program. \n Motion: Dan Chernow\, Second: Doug Marriott \nPASS Yes: 7 No: 0 Abstain: Total: 7 \n Item No. (2) Discussion of Possible Plans for FY 2021 \n Discussion of Possible Projects for FY 2021 \n\nGirls Scouts of America / Boy Scouts of America\n\nThe Committee discussed various ways the Committee could sponsor and / or work with the Girl Scouts and the Boy Scouts. Sponsoring membership in local troops was discussed along with helping with uniforms; NPG donations; funds for community services activities. \nA sub-committee Chaired by John Sandy Campbell and including Ginny Sand and Bill Anderson was created to research potential projects with both sets of scouts. \nAction Item: The Scouts Sub-Committee will get discuss how to proceed and obtain \ninformation from both the Girl Scouts and the Boy Scouts regarding possible projects. \n\nPossible Job Fair Panel Event\n\nPer a suggestion by John Sandy Campbell\, the Committee discussed developing a possible annual event that would feature a panel discussion by people in various professions who graduated from high schools in Woodland Hills. The panelists would be in mid-career and provide local students with insights into these careers and how they developed their career path. The event could be live or for the time being an online event. Development of the event could include various scenarios including a possible awards ceremony for student community service. An entrepreneurship discussion could be part of a larger event or a separate offering. \nThe event could take place in May 2021 but would need planning to start now. \nAction Item: The Committee will individually consider ideas for this event for a continued discussion at its next meeting. \n\nDiscussion of Possible Committee Planning Time Line\n\nThe Committee discussed the yearly budget process. Bill Anderson suggested that the Committee first finalize what projects it will undertake in FY 2021. Once decided\, costs could be researched. \nPaul Lawler reported that the timeline for budgeting this year in unclear as the pandemic has caused the people in the City Clerks Office to work from home. There is little telephone communication. As a result\, it is unclear how and when things will be handled\, events in particular as the “old” event packet will have to be changed for the pandemic. More may be known by August\, possibly a new event packet will be available. \n Action Item: Paul Lawler to report any new information on the budget time line and event packet at the next committee meeting. \n Action Item: The Committee members will study all project suggestions and discuss a go-forward scenario at the next meeting of the Committee. \n Item No. (3) Discussion of Committee Administrative Items \n\nResignation of Aaron Williams\n\nBill Anderson announced that former Committee member Aaron Williams had formally resigned from the Committee citing lack of time for the Committee. Bill Anderson expressed to Aaron the thanks of the Committee for his service. \n\nRecruitment of Additional Committee Members\n\nBill Anderson asked that the Committee come up with suggestions for additional people to serve on the Committee. A teacher is especially desired. Ginny Sand asked about limitations to the number of people that can serve on the Committee. Bill Anderson said that each committee can have no more than five WHWCNC Board of Directors members and is limited to a total committee roster of eleven – a limit of six stakeholders. \nAction Item: The Committee will bring new member suggestions to its next meeting. \n\nCommittee Organization\n\nThe Committee discussed how it could become mor efficient in working on its projects. Gina Thornburg suggested that at least two people be assigned to each project and that they “check in” with each other between meetings to keep the work going. John Sandy Campbell suggested that the Committee start using an online application\, “Team Work.” \nAction Item: The Committee will discuss work organization and using “Team Work” at its next meeting. \nAdjournment of meeting: \nMotion to adjourn the meeting was made at 7:40 p.m. by Dan Chernow; Second by: Douglas Marriott. \nVote – Yes: 7   No: 0   Abstain: 0    Total: 7 \nThe American With Disabilities Act – As a covered entity under Title II of the Americans with Disabilities Act\, the City of Los Angeles does not discriminate on the basis of disability and\, upon request\, will provide reasonable accommodation to ensure equal access to its programs\, services and activities. Further\, we request that\, where impacted streets overlap with CHP and the Los Angeles County Sheriff’s Department jurisdictions\, a coordinated enforcement plan be implemented. \nIn addition\, we request that the Los Angeles City Council request that state legislators impose more severe penalties for people who receive 3 excessive speed and/or reckless driving citations within a period of 5 years – including loss or suspension of driver’s license and/or impounding of vehicle. \nIf Los Angeles is going to meet its Vision Zero goals\, it will take a combination of roadway design\, realistic speed limits\, positive reinforcement for good driving\, and legal enforcement for reckless drivers to make LA safer for all who walk\, bike or drive in the City. \nROLL CALL VOTE \n\n Committee Reports \n\n  \nBudget Committee – Paul Lawler and Joyce Fletcher\, Co-Chairs \nCommunity Outreach Committee – Peter Fletcher\, Chair \nCommunity Services Committee – Joyce Fletcher\, Chair \nEducation Committee – Bill Anderson\, Chair \nEnvironmental and Beautification Committee – Karen DiBiase\, Chair \nGovernance Committee – Don Patterson\, Chair \nHomelessness Committee – Ray Cole\, Chair \nPLUM Committee – Lauren Coffman\, Chair \nPublic Safety and Transportation Committee – Sheppard Kaufman\, Chair \nWHIP Committee – Heath Kline\, Chair \nAd-hoc – Westfield Promenade 2035 Project – Joyce Fletcher \nAd Hoc Committee – Measure A. (WHIP Vote 4-0-0)\nWHEREAS\, the Los Angeles City Charter Article IX on Los Angeles Neighborhood Councils states no limitations on Neighborhood Council Advocacy; and\,\nWHEREAS\, the Los Angeles City Attorney has issued a Memorandum on Advocacy [see NC and Ballot Measures-Lobbying-State and Federal Legislation.pdf posted with this agenda] that limits Neighborhood Councils to only advising city agencies; and\,\nWHEREAS\, Neighborhood Councils offer critical grassroots interfacing with all sectors of their communities and have in the past and still\, whenever asked\, continue to give advice to non-city governmental agencies\, contrary to the memorandum; and\,\nWHEREAS\, We believe that limiting advocacy for local issues to the City Council with the concurrence of the Mayor\, for a variety of reasons\, severely limits the number of local\, city and regional issues that can reach the officials who need to know; and\,\nWHEREAS\, We believe that a simple disclosure in communications\, which states that a Neighborhood Council represents the position of the community and not the City of Los Angeles\, is adequate to prevent any confusion;\nTHEREFORE\, the WHIP Committee recommends that the Board of the Woodland Hills – Warner Center Neighborhood Council send the following letter associated with this motion addressed to the City Attorney requesting a revision of the Memorandum on Neighborhood Council Advocacy. Additionally\, send courtesy copies to Council Member Blumenfield\, Mayor Eric Garcetti\, Council Member David Ryu\, Assembly Member Jesse Gabriel\, Nicholas Grief\, Chief of Staff for Council Member David Ryu\, and Rob Wilcox\, Community Engagement & Outreach Director for City Attorney Mike Feuer.\nMarch 11\, 2020\nHonorable Mike Feuer\nCity Attorney\, Los Angeles\nCity Hall East\n200 N. Main Street\, 8th Floor\nLos Angeles\, CA 90012\nRE: Neighborhood Council Guidance on Local\, County\, State and Federal legislation\nDear City Attorney Feuer:\nThe Woodland Hills – Warner Center Neighborhood Council requests that the City Attorney’s office revise the memorandum on “Neighborhood Councils and Ballot Measures / Lobbying / State and Federal Legislation” to enable Neighborhood Councils to advocate their positions on local\, county state and federal legislation and issues directly to relevant local\, county\, state and federal officials\, including any non-city government agencies\, responsible for the legislation\, or governmental agency interpretation\, or actions at issue.\nAs a first step\, we ask that the City Attorney replace\, in full\, the following Guidance:\n• “Neighborhood Councils may not advocate their positions on state and federal legislation to non-City governmental agencies. (Only the Mayor and the City Council have power over intergovernmental relations\, which include advocating the City’s position on laws that are pending with state or federal agencies or before the state legislature or federal government.)\,” and\n• “Neighborhood Councils may not advocate their positions to non-Coty [sic] governmental agencies because Neighborhood Councils\, pursuant to the Charter\, are advisory to the City’s decision-makers.”\nAs a replacement memorandum\, we ask that the City Attorney advise Neighborhood Councils with the following guidance:\n• “Neighborhood Councils may advocate community positions to Non-City governmental agencies because these agencies shape policy\, and procedures\, and implement actions that affect the stakeholders whom Neighborhood Councils represent.”\n• “Neighborhood Councils may\, in an appropriate manner\, advocate community positions on local\, state and federal legislation to the local\, state or federal legislators who represent the district in which the Neighborhood Council exists.”\n• “Neighborhood Councils must clearly state that the requests and opinions stated in their communication do not necessarily represent the official position of the City of Los Angeles and solely represent the position of the Neighborhood Council.”\n• “Neighborhood Councils must submit to the City Clerk a copy of any written communication seeking/lobbying for actions sent to any government agency which is not part of the City of Los Angeles.”\nWe need to point out to you that throughout the months of December\, January\, and February\, staffers from our respective Senate and Assembly Districts have attended Neighborhood Council Board meetings. Representatives urged Boards to send any legislative requests to their State Senators and Assembly Members so that they can be considered for addition to their 2020 Legislative Agendas.\nCurrent City Attorney guidance currently prohibits Neighborhood Councils from taking any such action.\nAccording to the guidance offered\, Neighborhood Councils have only two options to voice their opinion on proposed legislation. The first is to ask our City Councilperson to advocate for legislation that currently does not exist\, and which he/she will have no responsibility nor ability to create at the state level. The second option is to ask our City Councilperson to forward a letter to state Legislator(s)\, rendering he/she little more than an intermediary messenger.\nThis limitation is impractical and appears to be an attempt to cripple Neighborhood Councils’ ability to advocate causes directly to their elected representatives.\nConsider the following scenarios that demonstrate why current policy does not work:\n1. When a City Councilperson resigns from office\, leaving their seat vacant.\nIf the Neighborhood Council has no current Councilperson\, and the current policy bars them from directly advocating to their local\, county\, state\, or federal legislator\, then how do they advocate on local\, county\, state or federal legislative issues\, or government agency interpretations? The policy leaves communities represented by their Neighborhood Councils without a voice on pressing matters through no fault of their own. Additionally\, proper guidance would not force a Neighborhood Council to work through another Council District\, for which they do not have a relationship established (assuming another councilperson could be persuaded and had the capacity to do so).\nA vacant City Council seat should not mute Neighborhood Councils.\n2. When a City Councilperson disagrees with a Neighborhood Council’s advocacy position and fails/refuses to act as a conduit.\nIf a City Councilperson decides\, that it is personally or politically expedient for him/her to ignore the advocacy of a Neighborhood Council\, and then refuses to pass on any concerns or advocate an issue to the local\, state or federal legislators representing a Neighborhood Council\, they effectively suppress the Council’s voice. The Neighborhood Council’s ability to advocate on behalf of its stakeholders is nonexistent. Once again\, proper guidance should not force a Neighborhood Council to work through another Council District\, for which they do not have a relationship established. What are the odds of finding a Councilperson willing to go against one of their own?\nNo City Councilperson should have this much control over the voice of the collection of constituents elected to Neighborhood Councils to represent their local communities. One improvement under guidelines would be to allow Neighborhood Council to create Council Files asking for City Council action.\n3. When a City Councilperson is unable to initiate actions on behalf of Neighborhood Councils results in critical deadlines missed.\nIt’s quite likely that a busy City Councilperson will not see or have time to address referring Neighborhood Council communications far enough in advance of critical Public Comment deadlines. Then Neighborhood Councils have lost their ability to voice their concerns or support for policy or critical legislative issues that affect their stakeholders. Moreover\, the cause of this could be nothing more than a matter of the limited District staff resources or inefficient bureaucratic city protocol. These limitations are easily avoidable when Neighborhood Councils can advocate directly to the local\, state\, and federal legislators or agency staff responsible for the matters considered. Why should Neighborhood Councils\, who make efforts to meet deadlines on impacting local\, state\, and federal policy or legislative issues\, be hindered by their City Councilperson from meeting commentary deadlines?\nRequiring Neighborhood Councils to rely on the prompt actions of Councilpersons should not artificially constrain their ability to address pressing policy or legislative matters.\n4. When\, assuming a City Council Member does initiate City action\, limited resources\, along with competing priorities of the City\, result in either slow or no City action\, or the delayed actions result in no advice rendered before deadlines arrive.\nIf the City Council is unable to lobby or misses critical deadlines for Public Comment due to its inability to act or the inability of Departments to respond in time\, then the consequence is that Neighborhood Councils lose their ability to voice their concerns or support for a critical policy or legislative issues that affect their stakeholders. The City and its inhabitants suffer when it fails to timely weigh in. The contributions of Neighborhood Councils fill the gap.\nStifling Neighborhood Councils from addressing important community issues by requiring them to rely on the prompt actions of the City Council or City Departments is obstructive. Current guidance is contrary to the Charter’s intentions.\nWe believe it is our duty to our stakeholders to be able to advocate on their behalf to the local\, county\, state\, and federal legislators and regulatory agencies\, who are directly responsible for enacting legislative agendas and regulatory guidelines promptly.\nForcing Neighborhood Councils to address matters\, which are solely the responsibility of local\, state\, or federal legislators\, through the City Council\, constrains Neighborhood Councils and results in unnecessary bureaucratic delay. It forces Neighborhood Councils to address their concerns to a level of government that has no jurisdiction or control over impending local\, state\, or federal legislative issues. It opens the opportunity to ignore those matters for purely political or bureaucratic reasons. These situations are anathema to the very system of Neighborhood Councils representing their communities at the grass roots level.\nNowhere in Article IX of the City Charter does it explicitly prohibit Neighborhood Councils from directly contacting local\, county\, state\, and federal legislators who represent them or non-city government agencies who have impacts on our local communities.\nCharter Article IX\, Section 900\, which expressly lays out the Purpose of the Department of Neighborhood Empowerment\, and the creation of the Neighborhood Council system\, states:\n“To promote more citizen participation in government and make government more responsive to local needs\, a citywide system of neighborhood councils and a Department of Neighborhood Empowerment is created. Neighborhood Councils shall include representatives of the many diverse interests in communities and shall have an advisory role on issues of concern to the neighborhood.”\nWe point out that it says “government” implying all levels\, not just the City.\nSimilarly\, contrary to what we are told\, nowhere in the Charter are Neighborhood Councils restricted to communications solely with the City Council and its members. Neighborhood Councils are a separate\, non-subordinate branch of local government\, and therefore should not be under any obligation to channel their communications through City Council representatives.\nThe Charter recognizes that direct communication between the Neighborhood Councils and their local\, county\, state\, and federal policymakers and legislators are vastly superior to a system that requires the Neighborhood Councils to communicate and respond only through the City Council as an intermediary.\nWe hope that you will give this issue every consideration.\nRespectfully yours\,\nWoodland Hills – Warner Center Neighborhood Council Board of Directors\nSee attached support document\nCc: Mayor Eric Garcetti\nCouncilmember Bob Blumenfield\nCouncilmember David Ryu\nCounty Supervisor Sheila Kuel\nAssembly Member Jesse Gabriel\nState Senator Henry Stern\nNicholas Grief\, Chief of Staff for Council Member David Ryu\, and\nRob Wilcox\, Community Engagement & Outreach Director\, City Attorney Mike Feuer\nItem No. (5) PLUM Committee\, Lauren Kaufman\, Chair\n(20-022) AA-2018-1610-PMLA – lot split\n5063 N Medina Road\, 91364\nDiscussion and possible action:\nRequest for a preliminary parcel map subdivision pursuant to LAMC section 17.50 in order to split a property into two\, (updated May 15\, 2019\, from request for three parcels originally) different legal properties in the R1-1 zone in the Canoga Park-Winnetka-Woodland Hills-West Hills Community Plan area.\nMotion\nAs pertaining to Case AA-2018-1610-PMLA\, having held two public meeting for an application for a preliminary parcel map subdivision pursuant to LAMC section 17.50 in order to split a single property into two legal properties in the R1-1 zone in the Canoga Park – Winnetka – Woodland Hills – West Hills Community Plan area\, the Planning\, Land Use and Mobility Committee hereby finds that:\nWHEREAS\, the subject property located at 5063 N Medina Road\, 91364 is 21\,000 square feet which would allow for two lots of a minimum of 10\,000 sf; and\nWHEREAS\, each of the properties would have direct and separate access\, one on Medina Rd. and the other on Tendilla Ave.; and\,\nWHEREAS\, the proposed lot split apparently will not change the character of the community materially from the existing community development; and\,\nWHEREAS\, the proposed lot split is in keeping with an R1-1 zoned community.\nTHEREFORE\, the Planning\, Land Use and Mobility Committee\, for the findings stated herein above\, recommend that the submitted application for the request for a preliminary parcel map subdivision pursuant to LAMC section 17.50 in order to\nsplit a property into two\, legal properties in the R1-1 zone in the Canoga Park – Winnetka – Woodland Hills – West Hills Community Plan area receive the support of the Board of the Woodland Hills-Warner Center Neighborhood Council.
