We are   grateful for his unwavering leadership during the extraordinary challenges facing our school district during the COVID-19 pandemic. When the pandemic closed down every classroom in the school district\, Mr. Beutner secured computers so every child could access remote instruction\, and he made sure food distribution centers were staffed and stocked daily to feed every student’s family. \n  \n\nPublic Comment on matters of committee jurisdiction not on the agenda – 2 minutes each-a maximum of 5 speakers per meeting.\n\nCOMMITTEE AGENDA ITEMS: \n\nItems for discussion and possible vote: Approval of minutes of minutes: March 2021 and April 2021.\nItems for discussion and possible vote: Calvert Charter Enriched Studies\, Neighborhood  Neighborhood Purpose Grant  to provide shade\, and playground yard beautification.  \n\nDiscussion and possible action: (10 minutes)   \nMotion for the committee to approve $5\,000.00 from the WHWCNC Budget/line-item NPG for Calvert Charter for Enriched Studies Elementary school. The grant will be used to directly help pay for the play yard beautification as well as providing much needed shade for the students. Calvert Charter for Enriched studies serves students from all over Woodland hills\, and surrounding areas\, Calvert Charter for Enriched Studies is in Woodland Hills Warner Center\, Area 1\, the school serves a predominant population of Title 1 students\, total students enrolled is 336.   In this post pandemic world\, students will spend a great deal of time outside making this project even more beneficial and relevant to Calvert students. \n\nItems for discussion and possible vote: Neighborhood Purpose Grant on behalf of Woodlake Elementary School Arts program. \n\nI Motion for the committee to approve $500.00 from the WHWCNC Budget/line-item towards Neighborhood Purpose Grant on behalf of Woodlake Elementary School. \nThe grant will be used to directly support 600 students in the Woodland Hills Area 3. Woodlake Elementary school is a public school serving students from medium to low income households.   The Neighborhood purpose grant will help pay for the Art studio program.  With this enrichment opportunity\, Woodlake students will be able to broaden their lives and the lives of others in the community with a sense of passion and cultural awareness.  The Art program provides children with an opportunity that some of children would never have a chance to experience. \n\nItems for discussion and possible vote: Social Media Neighborhood Purpose Grant \n\nMotion for the committee to approve $2\,500.00 from the WHWCNC Budget/line-item NPG to directly fund the Parent and Student Social Media Safety Presentation Package for one Title 1 LAUSD middle or high school in Woodland Hills conducted by experts in social media safety. The Student Presentation is for students ranging from 5th through 12th grades. Presentation educates in an age-appropriate way the most serious social media-related dangers and how to prevent and/or most safely respond to them\, including: Cyberbullying\, Social media addiction\, preventing cyber-motivated violence\, reacting to and helping reduce online hate speech. The Parent Presentation is a 1 1/2 long social media safety presentation for students’ parents and guardians which covers the following: An overview of the major social media-related dangers\, tips for setting social media rules and guidelines in the home\, computer and phone settings\, An explanation of the conversations parents should be having with their children regarding social media. \n\nAdjournment: \n\nThe next regular committee meeting will be held June 1\, 2021 @6:30 P.M. \nThe next regular board meeting will be held on March 10\, 2021 by teleconference. Meeting food costs was difficult for many students before the pandemic and has become increasingly difficult because of employment loss and the looming threat of evictions. The committee’s fact-finding activities include several conversations between committee member Gina Thornburg and the pantry manager\, as well as a visit to the pantry; a tour of the pantry last fall by three committee members; research on the plight of California community college students by committee member Dan Chernow; and a Q&A with the pantry manager\, D’arcy Corwin\, at the August 2020 Education Committee meeting. Therefore\, the Education Committee finds that: \nWHEREAS a recent research article in Ed Source (https://edsource.org/2020/community-colleges-struggle-with-students-food-needs-as-pandemic-increases-demand/634155) reports that 26 of 46 California community-college campuses responding to an EdSource survey continue to distribute food to needy students despite campus closures\, while 21 reported an increase of applications for food and/or an increase in the amount of food being requested; and \nWHEREAS rolled-over funds in the Brahma Pantry account are not being replenished by the state after Governor Newsom removed $11.4 million for food pantries from the California Community Colleges 2020–21 budget (https://www.google.com/search?q=California+Community+Colleges+may+\nrevision+budget&oq=California+Community+Colleges+may+revision+budget&aqs=chrome..69i57j33.12646j0j7&sourceid=chrome&ie=UTF-8#); and \nWHEREAS LA Pierce College is the sole community college in the Woodland Hills–Warner Center Neighborhood Council district; and\, \nWHEREAS members of the WHWCNC Education Committee have conducted due diligence in understanding the need for monetary donations to support the hunger-alleviation work of the Brahma Pantry; and \nWHEREAS the Foundation for Pierce College is the fiscal agent responsible for receiving and paying out donations to the on-campus Brahma Pantry; \nTHEREFORE\, BE IT RESOLVED that the WHWCNC Education Committee recommends that the board of the Woodland Hills–Warner Center Neighborhood Council APPROVE the following Neighborhood Purposes Grant: \nAccording to the Office of the City Clerk Neighborhood Council Funding Program\, issue a Neighborhood Purposes Grant in the amount of $2\,500 to the Foundation for Pierce College\, earmarked solely for the purpose of supporting the Brahma Pantry’s hunger-relief activities\, including grocery-store gift cards for students during the pandemic and/or the purchase of food items for the physical pantry once the campus is reopened. \nItem No. (2):     Neighborhood Purposes Grant for Hi-SET Exams for Students of the West Valley Occupational Center \n Discussion and Possible Action: \nWHEREAS\, the West Valley Occupational Center (WVOC) in Woodland Hills is part of the Los Angeles Unified School District’s Division of Adult and Career Education\, preparing students for academic advancement and an array of careers\, and \nWHEREAS\, the HiSET exam is a critical milestone for WVOC students to graduate from their respective High School Diploma or High School Equivalency programs\, and \nWHEREAS\, WVOC students in career tracks must also have a high school diploma or its equivalent to qualify for future employment\, and \nWHEREAS\, the HiSET exam costs $185 per student\, and \nWHEREAS\, the LAUSD does not have the funding to cover the cost of the exam\, leaving this cost to the students\, and \nWHEREAS\, not all WVOC students can afford the cost of the exam\, and \nWHEREAS\, approximately 200 WVOC students take the HiSET exam annually\, and \nWHEREAS\, the community of Woodland Hills benefits when its stakeholders are better prepared academically and technically for future careers\, \nTHEREFORE\, BE IT RESOLVED that the WHWCNC Education Committee recommends that the board of the Woodland Hills–Warner Center Neighborhood Council APPROVE the following Neighborhood Purposes Grant: \nAccording to the Office of the City Clerk Neighborhood Council Funding Program\, issue a Neighborhood Purposes Grant in the amount of $925.00 to the West Valley Occupational Center for the purpose of defraying the cost of more than five or paying for the total cost of five HiSET exams for enrolled WVOC students in the 2020–2021 academic school year. Taft project cost is 146.5 million dollars. \n  \n3 phases/ with completion dates: \n\n Underground utilities. 2020-22\n Football field and facilities. 2021-23\n Comprehensive modernization of multiple buildings. 2022-2026\n\n  \n  \nTaft was chosen due to seismic deficiencies and conditions; multiple portables still in use; and\, poor conditions thought the 60 year-old campus. \n  \nThe underground portion will take 18 months to complete.  Plumbing\, electrical\, and storm water revisions are substantial. \n  \nThe football field and its facilities are to be replaced with state-of-the-art facilities. Artificial turf and easier entrance from the parking lot. \n  \nMost buildings will get updates plumbing\, electrical\, accessibility\, and air conditioning\, as well as technology upgrades. Being done after the football field due to the extensive storm water work to be done. Also\, only two contractors allowed on project at one time. \n  \nAn environmental impact was done for 20 checkpoints and only two necessitated “less than significant impact with mitigation” ratings. Geology & soil and hazard & hazardous materials. These were primarily in planted and lawn areas and are easily mitigated. \n  \nAfter the portables are removed\, a new softball field will be installed. \n  \nThe presentation is available on the LAUSD Community Relations Website. \n  \nIt appears the project is on schedule and budget so far. Presentation was complete and very clear with questions answered completely. 70 person were on the Zoom call. \n  \n  \n

Stakeholders need to be able to match Board Member comments with Board Member faces. She said that she has raised the issue with DONE without response. \nCOMMITTEE AGENDA ITEMS:  \n\nItems for discussion and possible vote:\n\nItem No. (1) Review of Committee FY 2020 Projects interrupted as a result of cessation of Neighborhood Council Meetings due the Coronavirus \n\n“Meet the Principals” Outreach Program\n\nDan Chernow reported that meeting invitations to the Principals have been put on hold until we know how the schools will open in the fall. LAUSD will not make an announcement on this before the end of June. The Committee discussed whether to continue the program in FY 2021 as the current fiscal year\, FY20\, ends on 30 June. Support for continuation of the program was voiced by all Committee members. \n\nPierce College Brahma Pantry Support\n\nGina Thornburg reported that she had spoken with program administrator\, D’Arcy Corwin\, in April. The pantry is still providing students with food support but is experiencing difficulties as donations from local supermarkets have stopped. She suggested that the Committee should look to providing support via a food drive or an NPG in FY 2021 as the pantry is still feeding students and there may be a 2nd wave to the current pandemic. Doug Marriott voiced support for the program. \n\nLAUSD Hygiene Project\n\nDoug Marriott reported that an NPG application for the project had been sent to Sisters on the Street before the pandemic shutdown occurred. Contact needs to be re-established. Gina Thornburg stated that follow up with Matthew Meyers of Taft was interrupted by the pandemic. She also expressed concern about keeping the program targeted at Woodland Hills high schools and middle schools as Sisters of the Street serviced the entire San Fernando Valley. Bill Anderson observed that this issue could be resolved by ensuring that the language in any NPG application be such that the use of the NPG would be for Woodland Hills schools only. \n\nWest Valley Occupational Center HiSet Program\n\nBill Anderson reported that the NPG application form given to WVOCHS Principal Monica Balbuena was not processed due to cessation of both Committee and WHWCNC Board meetings in March. As result\, no vote on the application could be done by either body in time to meet Los Angeles City funding deadlines. The Committee voiced support for picking up the program in the new fiscal year\, having the WVOCHS Principal submit a new NPG. \nMotion for the WHWCNC Education Committee to continue our work in the remainder of this fiscal year (2020) and in the next fiscal year (2021) on the projects included in Item No. (1)\, namely\, “Meet the Principals” Outreach Program; Pierce College Brahma Pantry Support; LAUSD Hygiene Project; West Valley Occupational Center HiSet Program. \n Motion: Dan Chernow\, Second: Doug Marriott  \nPASS Yes: 7 No: 0 Abstain: Total: 7 \n Item No. (2) Discussion of Possible Plans for FY 2021 \n Discussion of Possible Projects for FY 2021 \n\nGirls Scouts of America / Boy Scouts of America\n\nThe Committee discussed various ways the Committee could sponsor and / or work with the Girl Scouts and the Boy Scouts. Sponsoring membership in local troops was discussed along with helping with uniforms; NPG donations; funds for community services activities. \nA sub-committee Chaired by John Sandy Campbell and including Ginny Sand and Bill Anderson was created to research potential projects with both sets of scouts. \nAction Item: The Scouts Sub-Committee will get discuss how to proceed and obtain  \ninformation from both the Girl Scouts and the Boy Scouts regarding possible projects. \n\nPossible Job Fair Panel Event\n\nPer a suggestion by John Sandy Campbell\, the Committee discussed developing a possible annual event that would feature a panel discussion by people in various professions who graduated from high schools in Woodland Hills. The panelists would be in mid-career and provide local students with insights into these careers and how they developed their career path. The event could be live or for the time being an online event. Development of the event could include various scenarios including a possible awards ceremony for student community service. An entrepreneurship discussion could be part of a larger event or a separate offering. \nThe event could take place in May 2021 but would need planning to start now. \nAction Item: The Committee will individually consider ideas for this event for a continued discussion at its next meeting. \n\nDiscussion of Possible Committee Planning Time Line\n\nThe Committee discussed the yearly budget process. Bill Anderson suggested that the Committee first finalize what projects it will undertake in FY 2021. Once decided\, costs could be researched. \nPaul Lawler reported that the timeline for budgeting this year in unclear as the pandemic has caused the people in the City Clerks Office to work from home. There is little telephone communication. As a result\, it is unclear how and when things will be handled\, events in particular as the “old” event packet will have to be changed for the pandemic. More may be known by August\, possibly a new event packet will be available. \n Action Item: Paul Lawler to report any new information on the budget time line and event packet at the next committee meeting. \n Action Item: The Committee members will study all project suggestions and discuss a go-forward scenario at the next meeting of the Committee. \n Item No. (3) Discussion of Committee Administrative Items \n\nResignation of Aaron Williams\n\nBill Anderson announced that former Committee member Aaron Williams had formally resigned from the Committee citing lack of time for the Committee. Bill Anderson expressed to Aaron the thanks of the Committee for his service. \n\nRecruitment of Additional Committee Members\n\nBill Anderson asked that the Committee come up with suggestions for additional people to serve on the Committee. A teacher is especially desired. Ginny Sand asked about limitations to the number of people that can serve on the Committee. Bill Anderson said that each committee can have no more than five WHWCNC Board of Directors members and is limited to a total committee roster of eleven – a limit of six stakeholders. \nAction Item: The Committee will bring new member suggestions to its next meeting.  \n\nCommittee Organization\n\nThe Committee discussed how it could become mor efficient in working on its projects. Gina Thornburg suggested that at least two people be assigned to each project and that they “check in” with each other between meetings to keep the work going.
